IFCโs Gender and Economic Inclusion Department (GEID) works with IFCโs investment and advisory teams to support private and public sector clients in providing all genders and underserved communities with equal economic opportunities as leaders, employees, entrepreneurs, consumers, and community members. GEIDโs new operating model is built around Global Operations in four Regional Gender Hubs and two new units focused on Thought Leadership and Innovation. The Regional Gender Hubs are designed to enhance closer collaboration with regional industry leadership and investment officers and expand the presence of gender experts closer to the clients.
Each Gender Hub will host a Center of Excellence (CoE) focused on the most pressing gender and inclusion issues / opportunities of the region and provide leadership on that theme globally. The Center of Excellence on Care will be housed in the LAC/EUR region and based in Bogotรก. The CoE on Care will play a catalytic role in mainstreaming care-related projects across regions and industries, facilitating the development and exchange of knowledge on care, expanding IFC thought leadership on care (including on family-friendly workplaces and employer-supported childcare), and supporting the design and piloting of new private sector solutions to support the growth of the care economy. The focus will be on childcare, however, other care needs, e.g. elder care, disabled dependent care, may be explored based on business needs.ย
The Extended-Term Consultant (ETC) on Care should be a self-starter with experience launching large initiatives and collaborating across organizational lines and with external stakeholders.ย The successful candidate will be responsible for establishing and managing the work plan for the CoE, and leading and supporting priority care-focused projects. The ETC reports to and will work closely with the GEID Regional Hub Lead for LAC/EUR, along with GEID teams across regions, to scale IFCโs work on care globally.ย
ROLES AND RESPONSABILITIES:ย Strategy:ย โข ย Work closely with the Regional Hub Lead LAC/EUR to establish the CoE strategy and workplan in line with WBG/IFC Gender KPIs and overall IFC business KPIs;โข ย Embed Care solutions in all 4 Regional Gender Action Plans;โข ย Identify projects and activities in LAC/EUR and globally to be pursued through the CoE;โข ย Work closely with IBRD teams, including Invest in Childcare, to strengthen collaboration and develop care-related joint interventions in countries selected as โOne World Bank countriesโ for the purpose of implementing the WBG Gender Strategy 2030;Program Management:โข ย Lead the launch and oversee the day-to-day management of the CoE, including coordination of projects and activities, internal and external communications, budget management, and supervision of consultants and/or external vendors;ย โข ย Coordinate monitoring, tracking and reporting of care-related results and outcomes / impacts in alignment with IFC Gender KPIs and the World Bank Group Corporate Scorecard โ collaborate with IFC's Development Impact Department to improve the monitoring framework;โข ย In discussion with Regional Gender Leads, lead and/or support implementation of care focused projects and activities, for example, client advisory, peer-learning platforms, research and events;โข ย Share lessons and good practices across the three other GEID CoEs (Gender Based Violence and Harassment, Jobs, and Entrepreneurship) and proactively look for synergies and collaborative solutions, e.g. growth in jobs and entrepreneurship are indelible linked to the availability of care solutions.ย ย
Thought Leadershipโข ย Represent IFC at care-related events, forums, expert groups and other external engagements;โข ย Provide relevant subject matter expertise (personal and via other professionals) on care and provide advice and support to IFC teams as requested;โข ย Build, convene and nurture a community of experts on care across regional industries;โข ย Design and develop resources, tools and systems to support dissemination and exchange of knowledge on care across teams;โข ย In consultation with Innovation, regional and industry teams, identify, incubate and deploy new care solutions;ย
Partnerships and Resource Mobilization:โข ย Work closely with IFCโs Partnerships Team and GEID regional operations teams to secure funding to support the CoE, including day-to-day operations and priority projects supported by the CoE across regions;โข ย Build and foster relationships with relevant development partners and donors to advance the work of the CoE;โข ย Support and coordinate donor reporting;
Selection Criteria
โข ย Masterโs degree in a relevant discipline;โข ย Six to eight years of professional experience working in or with the private sector to advance gender, inclusion and/or sustainable development (or eight to ten years professional experience in lieu of a Masterโs degree);โข ย Self-starter with preference for candidates who have successfully launched and managed new initiatives;โข ย Demonstrated knowledge of the care economy and family-friendly workplace policies;ย โข ย Experience working in emerging markets;ย โข ย Successful record of delivering complex projects with multiple internal and external stakeholders;ย โข ย Experience in structuring investment and advisory projects, preferred;โข ย Ability to self-manage, multitask, and work under time constraints.โข ย Strong analytical and problem-solving skills, sound business judgment to identify issues, and present creative and practical solutions.โข ย Excellent oral and written communication and interpersonal skills in English, including strong ability to communicate ideas clearly and confidently, articulate issues and recommend solutions. Fluency in Spanish and/or Portuguese is a plus.โข ย Familiarity with IFC/World Bank project management systems and portals is a plus;ย โข ย Demonstrated commitment to IFC core values, including impact, integrity, respect, teamwork and innovation.
