The Africa Fragility Initiative, delivered by IFCโ€™S FCS Africa team, aims at enabling and increasing IFCโ€™s engagement (investment and advisory services) in and across all Fragile and Conflict Affected States (FCS) in Africa. AFI supports business development and deal origination, provides supplementary market intelligence, and enables IFC teams to expand and implement their projects by providing that critical handholding support to local sponsors, and contribute to IFCโ€™s thought leadership on private sector development in fragile countries.

FCS Africa, through AFI, is seeking to support IFCโ€™s increased engagement with the domestic private sector in fragile countries in Africa. This includes countries no longer on the official WB FCS list but that continue to demonstrate elements of socio-economic, political or climate inducted fragility and where IFC has struggled to build a pipeline of investments. Liberia, whilst no longer on the WB FCS list, has benefitted from FCS support through the Conflict Affected States in Africa program and more recently through the Africa Fragility Initiative and is part of the Local Champions pilot project which aims to build a sustainable pipeline of investments in the MAS sector. The FCS team now seeks an ETC Operations Officer to oversee the development of the pipeline of local sponsors for the Local Champions project and to lead broader business development efforts in support of regional and industry priorities.Duties and Accountabilities
โ€ข ย  Build and foster strong relationships with private sector and government stakeholdersย โ€ข ย  Advises on the development of both investment and advisory projects and includes the fragility lens in both design and implementation phase. Is able to support in budget development and staffing planning for any FCS led projects. Ability to act as team leader or to review and assess the quality of outputs .โ€ข ย  Work with the Resident Representative to support preparing business plan updates and progress review meetings. Help create a long-term vision for IFCโ€™s engagement in Liberia.โ€ข ย  Help develop a strong investment and advisory opportunities pipeline by following market trends, employing sector and country knowledge, and using market intelligence. Works independently to develop the fragility lens and include fragility considerations.โ€ข ย  Proactively engage with clients to demonstrate and deliver IFCโ€™s value-add, optimize the risk-return profile and development impact of IFCโ€™s investments, and explore future business possibilities.โ€ข ย  Provide business intelligence to investment teams to enable them to identify integrity issues, devise appropriate investment structuring.โ€ข ย  Collaborate closely with IBRD colleagues and other IFIs working in relevant sectors and help develop and implement joint sector engagement strategies with a focus on fragility.โ€ข ย  Identify strategic and bankable investment opportunities to contribute to a robust investment pipeline for IFC. Originate upstream and advisory opportunities across sectors to build IFC program in the country.โ€ข ย  Support IFC investment and advisory client-facing teams, by engaging in business development activities, originating investment opportunities, assisting in the drafting of PDS CN, IDD, serving on appraisal teams, and taking the lead on relationship throughout the deal life cycle.โ€ข ย  Lead the design and implementation ofย  FCS Africaโ€™s Local Championโ€™s Initiative (LCI) Program in Liberia as part of the West Africa and Sahel pilot program. Work closely with the LCI Technical lead to adapt and innovate the project as appropriate.โ€ข ย  Work collaboratively with IFC Investment/Upstream/Advisory and CMA colleagues to align advisory to help build a pipeline of investment projects, support the processing of investment leads and propose compelling โ€œone IFCโ€ solutions to champions;โ€ข ย  Liaise with industry and country office colleagues and other relevant units to ensure consistency of vision/efforts and align actions on business development and pipeline building efforts in target countriesโ€ข ย  Closely work with the World Bank to identify synergies in delivery of programs to support the growth of the domestic private sector.โ€ข ย  Lead on fragility analysis for WBG analytics and diagnostics under the guidance of the FCS Conflict sensitivity lead.ย โ€ข ย  Contribute to the AFI and LCI Project Supervision Reports (PSRs) and donor reporting.โ€ข ย  Develop knowledge management products, specifically case studies and lessons learned, to share experiences of working in FCS markets.

Selection Criteria

โ€ข ย  Master's degree in a related field and at 8 or more years of relevant experience. Related fields of education include business, finance, or economics or an area of expertise specific to a sector, subject matter, or industry specialty. Relevant experience could include a proven track record in business consulting or investment banking, or operational experience in the sector or technical or professional field.ย โ€ข ย  Able to demonstrate ability to advise on major projects from design to implementation phase and experience of development budgets and staffing.โ€ข ย  Ability to coordinate contributions of specialists in other disciplines to deliver a joint project or product.ย โ€ข ย  Extensive and current knowledge of FCS tools and approaches, including technical and administrative functions.ย โ€ข ย  Proven ability to work with clients on delicate or sensitive issues.โ€ข ย  Demonstrable knowledge and extensive experience and proven network working with the private sector in Liberia.โ€ข ย  Understanding of the FCS Africa program and experience working on or in fragile states.โ€ข ย  Private sector development and operational experience including designing and implementing development programs in Africa.โ€ข ย  Proven knowledge of the investment process in IFC, through working with investment teams or completion of the credit courseโ€ข ย  Self-starter, mature and flexible personality; able to work in a multicultural, fast-paced team environment.โ€ข ย  A team player with outstanding people management skills, ability to work with colleagues from different teams who are not reporting to him/her and achieve outstanding results while meeting tight deadline and maintaining strong client service orientation.โ€ข ย  Strong analytical and presentation skills working with data using standard office software Excel, Word, PowerPoint - Excellent written and oral communication skills in English essential.
