TERMS OF REFERENCE
Position: Driver
Location: Catarman, Northern Samar
Duration: 6 months
Reports to: Supply Chain and Operations Coordinator (Direct), Project Officer (Onsite)
About Relief International.
Relief International (RI) is active in 13 countries around the world, including some of the most fragile: Tรผrkiye, Syria Lebanon, Afghanistan, Iran, Gaza, Myanmar, Pakistan, Philippines, South Sudan, Sudan, Yemen, and Jordan. Often, RI is the only organization providing assistance to highly vulnerable communities.
Our team consists of approximately 5,900 staff members and volunteers, 97% of whom are local nationals, partnered with communities affected by conflict, climate change, and disaster to provide 9.7 million people with vital services, build greater resilience, and promote long-term health and wellbeing.
RI receives funding from a broad range of donors, including institutional donors โ US, UK, Europe, and the UN, as well as private funders, including individual, corporate partners, and foundations, to deliver lifesaving and resilience-building programming with communities and local and international partners. RI supports solutions that reinforce and improve upon existing in-country systems. Where such systems do not exist or are chronically underperforming, RIโs crisis response lays the foundation for long-term, sustainable change.
Position Responsibilities and Duties.
- Provides safe and timely driving services to project staff, visitors, and other authorized personnel as requested.
- Follows all safety, traffic, and security regulations, as well as RIโs Standard Operating Procedures (SOPs). Ensures the safety and security of passengers, the driver, RI vehicle, and RI assets at all times.
- Ensures that the vehicle is in good and safe working condition; conducts daily, weekly, and monthly inspections and promptly reports any needed routine or emergency repairs to the Project Officer or any Senior Staff.
- Keeps the vehicle clean, both interior and exterior, and ensures that it is always equipped with necessary tools, a first-aid kit, a fire extinguisher, and other safety equipment.
- Properly completes all required vehicle documentation, such as log sheets, passenger lists, fuel consumption reports, and guest passenger waivers.
- Ensures that the vehicle has valid registration, insurance, and other required documents at all times.
- Plans routes efficiently and ensures punctuality while maintaining fuel efficiency and cost-effectiveness.
- Monitors fuel consumption, maintains fuel logs, and ensures proper use of assigned fuel allocations.
- Supports logistics and administrative functions, including delivery and collection of official documents, materials, and supplies.
- Assists in loading and unloading goods, setting up materials for meetings or field activities, and supporting construction or distribution teams as assigned.
- Provides messenger and errand services, assists with office maintenance, and supports project field operations when required.
- Observes confidentiality regarding project activities, staff, and beneficiaries.
- Reports immediately any accident, incident, or security concern involving the vehicle, passengers, or operations to the Project Manager, Security Focal or any Senior Staff.
- Maintains a professional and courteous attitude toward staff, visitors, and community members at all times.
- Performs other tasks that may be assigned by the Project Officer or immediate supervisor.
Safeguarding and conduct.
- Uphold and promote RIโs commitment to ensuring the safeguarding and safety of the vulnerable communities we serve.
- Ensure that your behaviour inside and outside of work promotes the values outlined in RIโs code of conduct and safeguarding policies.
- Consistent with RIโs safeguarding and protection policies, we contribute to ensuring that all those who come into contact with Relief International staff and the communities we serve can be trusted to work safely with them.
Qualifications & requirements.
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast-paced environment:
- Must have a valid and updated professional driverโs license (Restriction 1, 2, or higher)
- Must have at least 3 years of driving experience (experience in NGO or humanitarian work is an advantage)
- Must be familiar with Region 8, specifically in the province of Northern Samar and with major routes, roads, and nearby provinces in the assigned area
- Must have good knowledge of vehicle maintenance and basic troubleshooting
- Must possess a clean driving record with no major traffic violations.
- Physically fit and able to work long hours or travel to field locations when required;
- Must demonstrate punctuality, reliability, and professionalism
- Must have good communication and interpersonal skills
- Can work under pressure and adapt to flexible schedules
- Preferably with TESDA National Certificate II (NC II) in Driving or Defensive Driving certification
- Knowledge of defensive driving and road safety practices is an advantage
