FHI 360 is seeking qualified candidates for the position of Director of Finance and Administration (DFA) for an anticipated USAID-funded Lesotho Sustaining Epidemic Control through Unified Prevention (SECURE). The purpose of the project is to advance prevent, detect, and respond to new HIV infections through unified approaches to prevention and strengthened community systems. SECURE will advance the Government of Lesothoโs (GOL) efforts to improve access to combination prevention services for people at risk of acquiring HIV.

ob Summary:
Under the guidance of the SECURE Chief of Party, the DFA will provide operational oversight on financial and human resources management, procurement and logistical services, contracts and grants, asset management, ICT, and general administration. The DFA will also ensure compliance with USAIDโs rules and regulations and will oversee all aspects of financial management, including budget monitoring, forecasting needs, procurements, management of financial systems and enforcing controls.
Accountabilities:
- Provide leadership to finance and operations unit of the program (i.e. general administration, human resource, financial, logistics, procurement, and IT);
- Establish and maintain sound and transparent accounting and fiscal control procedures for financial, subaward, and operations aspects of the project;
- Develop, analyze, and monitor program budgets and pipeline; monitor and track obligations and expenditures against budgets and advise senior leadership regularly on financial and operations-related matters to help efficiently achieve program outcomes;
- Develop the systems to document costs and cost elements necessary for program economic evaluation plans;
- Liaise with internal and external auditors in the review of the programโs financial management;
- Ensure compliance of financial and operations systems with organizational policies and procedures, funder rules and regulation, award requirements and the Government of Lesotho laws;
- Manage program procurement processes;
- Provide technical assistance as needed to local partners and other program stakeholders on financial compliance and reporting;
- Prepare and submit annual; semi-annual and quarterly financial and accrual reports to USAID;
- Contribute to developing high-quality work plans including quarterly, semi-annual and annual financial reports, and any others ad-hoc financial reports that may be required by USAID;
- Support performance management and professional development of direct reports including, ongoing feedback, coaching and career support;
- Support the COP in project management to achieve strategic goals; and
- Perform other duties as assigned.
Applied Knowledge & Skills:
- Has significant experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
- Expert level knowledge and past experience with Generally Accepted Accounting Principles (GAAP), practices and reporting guidelines.
- Provides innovative and strategic leadership to multiple divisions and is able to gain cross- functional support for major projects, improvements or changes.
- Must have excellent communication, diplomatic and negotiation skills.
- Ability to multi-task, meet deadlines, and accomplish goals.

- Decisions and actions have a direct impact on the outcomes of own department and possibly the entire organization.
- Problems encountered are often complex, broad in scope, and implications are often unprecedented with no clear resolution.
- Must be able to provide accurate, expert level advice to reach outcomes that will enable achievement of overall department and organization goals.
Supervision Given / Received:
- Leads by โmanaging managersโ or other direct reports in the functional area. Works under broad direction with considerable latitude for independent action.
- Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit.
- Typically reports to a Vice President, Senior Vice President or Executive staff member.
Education:
- Masterโs Degree or its International Equivalent.
Experience:
- Typically requires a minimum of 12+ years related work experience at the corporate or organization level; 6+ years managing a finance department is required.
- Must be able to read, write and speak fluent English; fluent in host country language.
- Preferred Education and/or Experience - experience working in a Non-governmental organization (NGO) preferred. Experience working with a global, international organization preferred. Certified Public Accountant (CPA) designation preferred.
