Generic responsibilities:

  1. Adherence to NRC policies, guidance, and procedures.
  2. Supporting the programme team with the delivery and configuration of technology components of projects in line with proposals, strategies, and donor requirements, specifically establishing digital community hubs.
  3. Ensure that projects bring new opportunities to target beneficiaries in excluded communities and bridging the digital divideย with a focus on online eLearning.
  4. Build systems and processes, to ensure capability for digital delivery ofย programmes
  5. Explore and asses new and better ways to assist withย strategic initiatives andย promote and share ideas for use ofย new technologies digital innovation in programming.ย 
  6. Contribute to the country strategy, providing expert and evidence-based technology advice and inputs to project proposals to encourage and improve the use of transformative technology for service delivery and overcome the digital divide in Hard-to-Reach (H2R) areas.
  7. Ensure capacity building of project staff and partners to transfer key digital skills for effective project implementation. ย 
  8. Liaise and collaborate with relevant private sector partners, national authorities, and other key stakeholders.
  9. Promote the rights of IDPs/returnees in line with the country strategy

    Specific responsibilitiesย 

    1. Responsible for the digital configuration of hardware and software for project activities including ensuring connectivity of digital community hubs.
    2. Work collaboratively with the Education Specialist to ensure effective technology solutions are in place to provide access to online education and training opportunities for youth.
    3. Provide regularย digital roadmap progress reports toย Head of Programmesย 
    4. Support the Head of Programmes and Core Competency Specialists in developing and/or revising the Core Competency Strategies for by providing analysis and recommendations for digital response options.
    5. Providing technical support and leadership to programme staff, partners and communities engaged in digital service delivery including developing minimum technical standards, SOPs and guidance for digital inclusion and E-Learning.
    6. Work in collaboration with theย Head of Programmesย to identify and develop strategic public and private sector partnerships using NRCโ€™s partnership Framework.
    7. Monitor and Evaluate effectiveness and impact of NRCโ€™s use of technology for innovative programming.ย 
    8. Responsibility for ensuring adequate online safety mechanisms is in place to protect NRC staff and beneficiaries from online risks as per NRC policies.

      2. Post-graduate qualification (Information Technology, Science or Computer Science), or equivalent relevant experience.
    9. Significant hands-on practice in conceptualising, developing, and implementing technology-based solutions that facilitate access to services.ย 
  10. Knowledge of the e-learning industry and educational technology
Practical experience overseeing Solar, Broadband and emerging technologies in off grid locations. Willing to work in complex and volatile contexts. ICT expertise.ย  Fluency in Portuguese and English, both written and verbal.
