The EIB, the European Union's bank, is seeking to recruit for its Secretariat General Directorate (SG), located in the EIB Permanent Representativeโs Office in Brussels/Belgium, a Deputy Secretary General/Head of EIB Group Permanent Representativeโs Office*.
This is a full-time temporary position at grade 9 in Brussels/Belgium.
The appointment is for a term of 5 years.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.

Purpose
The newly created position will support the Secretary General in leading the European Investment Bank (EIB) Groupโs Permanent Representativeโs Office in Brussels as well as the leadership, management, coordination and supervision of the departments relating to economic analysis and EIB Group strategy. You will be based in Brussels but will be expected to split your working time between Brussels and Luxembourg. The scope of the role may evolve over time.
You will manage staff within your own hierarchical structure, providing leadership, strategic coordination and operational alignment and ensuring continuous high-level representation of the EIB Group in Brussels, in particular fostering a continuous and timely communication flow with other EU Institutions and good alignment and impact of the EIB Groupโs strategies and activities as financial arm of the European Union. You will be responsible for developing and implementing plans and strategies contributing to the EIB achieving its strategic priorities, providing direction and setting priorities for your team, fostering synergies and efficiency gains as well as identifying and achieving enhanced synergies and strategic alignment between the Departments responsible for economic analysis and EIB Group Strategy.
Specific Post Environment
The Secretariat General is responsible for a wide range of activities and processes related to the core decision making and strategy definition within the EIB Group and related processes, including:
Implementing and monitoring the decision-making processes in the EIB Group, and proposing, when relevant, changes in the governance policy;Defining corporate and institutional strategy at EU and national levels, and providing the background economic analysis to support it (including the Group Operational Plan).Providing economic analysis;Reporting on the EIB Groupโs corporate responsibility activities and managing relationships with NGOs;Promoting the EIBโs brand, image, priorities and activities to the public through media relations, events and publications.Coordinating and developing relations with EU institutions, international and development financing agencies and NGOs. It is also responsible for the local EIB Group offices inside the EU, relations towards all stakeholders and civil society.The Secretariat General comprises two pillars, each headed by a Deputy Secretary General at Director General level with their own clearly defined remit.
One pillar, the Stakeholder, Corporate and Governance Pillar, focuses on serving the needs of EIBโs key stakeholders - shareholders, governing and control bodies and civil society. This Pillar comprises three departments:
the Shareholder Relations and Institutional Matters Department;the Regulation, Governance and Corporate Responsibilities Department; andthe EIB Institute.The second pillar, which will be led by the successful applicant, is the Economics and Strategy Pillar, which comprises three areas:
The Economics Department focuses on economic research, analysis and reporting. The Group Strategy Departmentโs key responsibilities relate to developing the EIB Group Operational Plan, developing and coordinating the implementation of institutional and operational strategic initiatives across the EIB Groupโs Services including the coordination of efficiency-enhancing projects.
The EIB Permanent Representativeโs Office in Brussels focusses on maintaining and enhancing high-level representation between the EIB Group and stakeholders in Brussels, most specifically EU institutions, bodies and agencies, fostering strong relationships with stakeholders and partners, facilitating alignment of the EIB Group and the EUโs key strategic priorities and maintaining excellent communication between the EIB Group and the European Commission.
Accountabilities
Lead, motivate, develop and manage staff in your own area of responsibility through the senior and middle management team, ensuring that all staff has adequate competencies, training opportunities, technical resources and technical and personal skills to achieve their objectives.Develop and formulate strategic orientations for the EIB Group, based on close interaction with relevant internal and external stakeholders including, in particular, Brussels based EU institutions to enhance the EIB Groupโs presence and impact as the financial arm of the European Union. Maintain and enhance the relationship with EU Institutions in Brussels, ensuring appropriate support to the Management Committee, clear and timely internal communication and good coordination.Ensure that the EIB Groupโs strategic priorities are efficiently developed, elaborated, articulated and implemented in alignment with policies and procedures, as well as with the EU strategic priorities and policies.Assume a leading role in the management of institutional relations and in high-level interactions with EIB Group stakeholders and partners, in particular with the European Commission and other EU institutions, bodies and agencies.Develop an overall strategy for the different business areas having regard to the overall strategy and priorities for the Secretariat General and the EIB Group and coordinate effective delivery of specific strategic projects, having regard to the governance and institutional strategy in the EIB Group enabling proper and efficient decision making.Ensure effective communication, cooperation and knowledge sharing between all members within own area of responsibility and the EIB services across the whole organisation.Establish and manage the resources and means to implement efficiently the EIB Groupโs strategy throughout the directorate, ensuring efficient and accountable use of resources in the realisation of own areaโs mission.Design, maintain and follow-up, in close coordination with the Secretary General, the appropriate organisational structure, key performance indicators and ensure the realisation of qualitative and quantitative objectives.Ensure that staff resources are sized, organised and used adequately and efficiently to achieve business objectives and take ownership of the overall efficiency of the used resources.Organise, empower, manage and lead the decision-making in critical phases of key area processes in own area and throughout the EIB Group as a whole to deliver the results and objectives of the Secretariat General in compliance with EIB policies and governance.Ensure appropriate delegation, control and follow-up of objectives.Maintain constructive relationships with the different governing bodies (both managerial - Board of Governors, Board of Directors and Management Committee, as well as control functions โ the Audit Committee) in relation to the responsibilities of own area to enable the Directorate to deliver its mission.Represent the EIB Group externally within the network of EU institutions and bodies, International Financial Institutions and other relevant external counterpartsQualifications
University degree (minimum an equivalent to a Bachelor) preferably in in a relevant field, including business administration, finance, economics, law, or international relations.In depth knowledge of the functioning of EU institutions, demonstrated through experience in high level positions in an EU institution, agency or body and /or in high-level public positions in government, ministries or public sector involving responsibilities for EU matters.Ten yearsโ experience in a managerial function with a proven record of people management and ability to motivate team members.Recognised experience in leading high-level positions of international multidisciplinary teams.Good knowledge of EIB Groupโs objectives, business models and strategies, as well as the interaction with the EU budget.Solid understanding of finance and banking institutions.Solid experience in economic analysis, in strategy definition and/or policy making.Strategic thinking and clarity of vision, sensitivity to business and political issues, analytical skills and sound judgement.Personal and professional credibility, with excellent communication skills.Empathy, excellent interpersonal, leadership, political and diplomatic skills; and ability to manage diverging interests, conflict and ambiguity.
