The TeamThe mission of the Global Policy & Advocacy (GPA) division is to understand and craft the public policy debates affecting the foundation's work, build support for its major program and policy objectives, and develop partnerships and alliances that can advance the foundation's objectives nationally and globally. Because the foundation's resources alone are not enough to solve the challenges ahead, GPA also supports advocacy efforts to engage diverse collaborators and promote innovative solutions that advance our program goals. We work in close partnership with grantees, our colleagues in the Global Health, Global Development, Global Growth & Opportunity, U.S. and Gender Equality programs and Foundation Communications to build the environment in which all people have the opportunity to lead healthy and productive lives.
The Development Policy & Finance (DPAF) team is the foundationโs development economics and finance team, accountable for ensuring GPAโs work โ and by extension the foundationโs work โ is advised by strong economic and financial analysis and viewpoints, resonant with economic trends, and connected with key decision-makers at major multilateral development banks (MDBs), development finance institutions (DFIs) and think tanks passionate about development economics and finance. This is not a research team but a group of economists, grant makers and development finance authorities accountable for using economic analysis and perspectives to strengthen foundation policy and advocacy strategies, and for growing the community of economic policymakers engaged in foundation issues such as global health, human capital, and gender equity.

Your Role
The Deputy Director, Strategy, Planning, and Management (DDSPM) will be responsible for leading the strategic and operational aspects of DPAF, including oversight of annual planning and budgeting, pipeline and portfolio management, business analysis and the coordination of business strategies across the foundation. This is a senior position requiring leadership, strategic focus, exceptional management and social skills, and personal initiative. In addition to team leadership responsibilities, the DDSPM will oversee cross-cutting initiatives and provide strategic thought partnership, project management, and analytical support to both the DPAF teams.
This position reports to the Director of DPAF, with a dotted line to the GPAโs Director of Strategy, Planning and Management. Based in Washington D.C, this position is responsible for providing SPM support to Development Policy & Finance (DPAF).
What Youโll Do
Strategy development grounded in analytical rigor
Strategy design and development: Provide oversight to ensure projects aimed at answering key strategic issues for our programs are analytically grounded and appropriately account for BMGFโs comparative advantage. Ensure translation of new foundation-wide priorities into the design and setting of strategies under your purview.
Client relationship management: Assure effective relationship with key stakeholders, especially Directors and Deputy Directors, to ensure that right decisions are made. Provide thought partnership and advice to Directors across a breadth of issues, including those unrelated to the strategy project itself.
Support DPAF leadership in setting and executing strategic priorities.
Translate DPAF leadership priorities into an actionable plans and ensure goals are met.
Support DPAF leadership in the planning and execution of cross-cutting programs and operational projects, and oversee implementation of defined initiatives, projects and focus areas.
Drive alignment of team's work to strategy and implementation plans. Continuously refine management dashboards, data, metrics and models.
Team management and drive Rhythm of Business (ROB)
Define and manage teamsโ ROB, specifically accountable for preparation and follow-through across leadership team/staff meetings.
Lead SPM team and design efforts to create and reinforce unified SPM oversight across DPAF.
Oversee operations, culture and values, retreats and cross-team collaboration. Supervise and handle talent processes, succession planning, team performance and development.
Develop and implement portfolio management approach that fosters stewardship, planning and prioritization, and provide feedback and advisory support on development and management of grants.
Run investment pipeline planning process and execution against program strategies.
Provide critical linkages between DPAF, and support decision making at the division level with GPA SPM central.
Support talent development, continuous improvement and change management initiatives.
Your Experience
Masterโs degree in economics, finance, public policy, international relations plus 10+years of direct and relevant experience OR combination of both.
Management experience required.
Experience in strategy and operations, consulting, or a related field.
Deep knowledge of strategy development and implementation, design of performance management system of goals, targets and monitoring process.
Demonstrated ability in portfolio design and management to create optimal investment mix to aim to a set of outcomes.
Experience in developing and leading strong partnerships and relationships with senior decision makers inside and outside of an organization, handling conflicts, and building consensus.
Validated strength in structured problem solving and strategic business planning, with the ability to easily identify and communicate framework to analyze issues.
Strong written and verbal communication skills. Works with efficiency and tact.
Identifies and communicates the broad external and internal dynamics and articulates implications for strategy, priorities, and team evolution.
Develops and coaches versatile and senior, bold employees. Builds a bench of talent across the organization.
Articulates strategy and spots connections between disparate themes and competing priorities.
Makes sound operational and business decisions.
Models and reinforces positive culture norms.
Orchestrates cross-org transformation and alignment.
Experience working in a matrix environment

The salary range for this role is $233,600 to $362,200. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $254,700 to $394,700. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidateโs job-related skills, experience, and expertise, as evaluated during the interview process.
