Proposal Summary:

MSI is pursuing a five-year USAID-funded Healing & Accountability through Human Rights Project in Ukraine. The purpose of the new human rights and transitional justice activity is to advance victim-centered approaches to justice for war crimes and gross human rights violations committed during Russiaโ€™s full-scale war against Ukraine while promoting human rights domestically to further reintegration in newly liberated areas as well as European integration.

Position Summary:

The Deputy Chief of Party-Operations (DCOP-Ops), under the overall direction of the Chief of Party (COP), will oversee and manage all operational functions, ensuring fully alignment with programmatic priorities and objectives. This will be a full-time position based in Kyiv, Ukraine. This position is contingent upon award.

Responsibilities:

  • Oversee and manage all areas of operations, including administration, human resources, logistics, procurement, grants management, security, compliance, budgeting and financial accounting, and IT.
  • In collaboration with the home office, draft project-tailored manuals for procurement procedures, personnel management, and security protocols.
  • Oversee grants and sub-contracts administration in compliance with MSI and USAID policies and regulations.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
  • Supervise the daily financial operations of the contract, timesheet recording, reporting to the home office on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.
  • Establish business conduct standards and procedures in compliance with MSI and USAID standards, and ensures staff are regularly trained in this area, including the establishment and use of systems and internal controls to reduce risk and exposure to vulnerabilities.
  • Support safety and security of project staff and property.
  • Assess the operating capacity of select grantees, draft capacity building plans, provide training and mentoring as needed, and monitor grantee progress.
  • Supervise the operations team.

  • Bachelorโ€™s degree in international development, finance, public administration or other relevant field. Masterโ€™s degree preferred.
  • Seven (7) years of professional management experience in donor-funded project administration and backstopping, including personnel management, financial management, and grants administration. Minimum five (5) years USAID contract administration experience required.
  • Demonstrated capability to communicate effectively and develop relationships with both internal (home office, COP, technical teams) and external (grantees, partners, vendors) audiences.
  • Expertise in USAID acquisition rules and regulations (ADS, FAR) and USAID procurement regulations (22 CFR 228).
  • Demonstrated ability to engage effectively with national and local government counterparts and civil society organizations.
  • Knowledge of rule of law, human rights, or international criminal law preferred.
  • Prior experience in the region; Ukraine experience preferred.
  • Strong interpersonal and written/oral communication skills.
  • Professional proficiency in English (reading, writing, and speaking) required. Professional proficiency in Ukrainian preferred.
