Work LocationHome Expected duration5 months Duties and ResponsibilitiesABOUT BRS SECRETARIAT The Secretariat of the Basel, Rotterdam and Stockholm Conventions (BRS Secretariat) brings together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The services required under this ToR are part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The conferences of the parties of the three conventions pursuant to decisions BC-16/23, RC-11/10 and SC-11/22 on clearing-house mechanism, requested the BRS Secretariat to implement the activities of the workplan for the biennium 2024-2025, including enhancements of the PIC Database (paragraph 28 in sub-activity number 2 on maintenance of BRS Secretariat websites); enhancements of the websites (paragraph 32 in sub-activity number 2); data management activities (paragraph 17 in sub-activity number 1 on maintenance of records keeping systems); and activities towards migration of the document management system (paragraph 15 in sub-activity number 1). REPORTING AND COMMUNICATION The Database specialist will collaborate closely with the joint clearing-house mechanism team. He/she will be reporting to the Information System Officer. DUTIES AND RESPONSIBILITIES Output 1: Add a new module to the technical assistance needs database (estimated duration: one month). The individual contractor will add to the technical assistance needs assessment database the latest information collected during the biennium. To achieve this task, the information collected will be repackaged and uploaded to the database. The visualization dashboards will be updated to accommodate the new information, and translations will be applied where applicable. Output 2: Further enhance the PIC database (estimated duration: two months). Following the recent rollout of the new version of the Prior Informed Consent (PIC) database, a number of enhancements and bug fixes are required, including interface translations. - Output 2.a (estimated duration: one month): The following improvements shall be implemented: new properties should be added in the HTML editor; enabling multiple yearly values for production, use, import, export; enabling changing multiple chemicals identifiers without saving after each change; and adding a check for duplicate entries on the chemical form. - Output 2.b (estimated duration: one month): The following improvements shall be implemented: links to the Final Regulatory Actions (FRAs) and Import Responses (IRs) should be added in the dashboards; enable sorting of recently published FRAs and IRs in search results; fix the failure list query to include import responses that are not valid; and add a demo account feature to the public forms. Output 3: Further enhance the BRS websites display (estimated duration: one month). - Output 3.a (estimated duration: two weeks): Websites stylesheets and templates shall be optimized for performance, as well as visual aspects on desktops and mobile devices. Webpages content that are still using the old stylesheet should be re-packaged, for instance on webpages with text displaying the wrong background color, or wrong margins should be adjusted. The left column should be hidden when empty and its display better organized on mobile devices. - Output 3.b (estimated duration: two weeks): in order to prepare the upgrade to the newest version of the websiteโ€™s content management system (DotNetNuke), information handled by incompatible modules such as โ€œLive Contentโ€ and โ€œReportsโ€ should be converted to use BRS standard technology based on Kendo UI library cards and grids components. The individual contractor will develop configurable widgets based on Kendo UI, and then migrate the information contained in the old modules and implement those new widgets on the targeted webpages. Output 4: Report on available options for the BRS Secretariat to replace its document management system (estimated duration: 1 month). The BRS Secretariat will need to replace its document management system. The individual contractor will undertake market research and provide a report with options to help the BRS Secretariat to select the most appropriate replacement solution. Qualifications/special skillsHigh school diploma or equivalent is required. A minimum of 7 years of progressively responsible working experience in the field of computer programming, database design and data analysis from complex databases is required. Proven experience in system's analysis and design, computer programming, including advanced programming skills in MS VB or C# for .NET platform, using MS SQL Server databases, and good understanding of latest web technologies such as HTML 5 and CSS.3 is also required. Experience in the development and configuration of web applications using JQuery, Kendo UI, is desired. Experience in the development and configuration of web applications based on DotNetNuke content management system and OData restful web services is desired. Experience in using and configuring document management systems is desirable. Experience in working with international organizations dealing with environmental issues is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Fluency in another UN official language is desirable.
