Setting and ReportingUnder the overall management of the ASG for Development Coordination through the DCO Surge Manager, and under the guidance of the Regional Director and Director of PPB, the Data Analyst will provide Resident Coordination Offices (RCO) management expertise, strategic and operational guidance and support to enable effective inter-agency collaboration, programming and coordination to deliver on development results in crisis contexts, in support of the UN Sustainable Development Cooperation Framework (UNSDCF). The Data Analyst will be a global Resident Coordinator System (RCS) roving capacity pre-positioned at the regional level for rapid deployment to RCOs and UN Country Teams in the event of a significant development. The incumbent will support RCOs in concrete crisis-related data deliverables, in support of RCS corporate priorities, including through production of data analytics, information management products and visuals to support RC decision making. The Data Analyst will partner hand in hand with the Data Management Officer, the RCO Economist in the duty station of deployment and will work in close collaboration with the Regional Director, Resident Coordinator and UNCT members, programme and operations teams of the agencies, UNDCO staff. During the deployment will support the RC and her team engagements with government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society. The Data Analyst is expected to undertake frequent deployments to RCOs (up to three months each time) and travel within short notice (up to 5 days) to provide surge capacity support to priority crisis-affected RCOs in a specific region or globally, as required ResponsibilitiesWithin delegated authority, the Data Analyst will be responsible for the following duties: • Manage the development and implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality. • Lead identification, analysis and interpretation of trends or patterns, using statistical methods to identify relevant features and variables in structured and unstructured sources of information and data. • Conduct full data lifecycle analysis, including data requirements, activities and design to ensure comprehensive management and effective utilization of data throughout the data lifecycle. • Translate data requirements into data analysis prototype solutions and oversee their subsequent full implementation. • Translate organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information. • Lead the data visualization work and developing visualization strategies that support organizational objectives and oversee the integration of visualizations into communication and decision-making processes. • Lead the implementation of data analytics projects, ensuring their technical excellence, project efficacy and their conformity with the broader business strategies and objectives. • Manage the development and dissemination of outreach and communications materials to enhance visibility and foster collaboration. • Collaborate with colleagues across departments to identify data analytics needs and support data-driven projects. • Communicate and interpret data analysis findings and insights in a clear and understandable manner to non-technical stakeholders. • Keep abreast of the current and emerging trends and developments in data analytics best practices, technologies and tools to determine areas of improvement in the organization. • Coordinate the evaluation of data outputs to ensure technical proficiency and alignment with the strategic goals and objectives of the organization. • Lead activities aimed at building capacity of staff on data analytics, including trainings for staff members and other personnel. • Design and/or deliver trainings and workshops on data analytics tailored to different audiences as appropriate. • Develop and implement the work plan, lead projects, coordinate team efforts, and ensure that milestones are achieved on time. • Manage and coordinate the activities of the team, including hiring, training, assigning tasks and responsibilities, evaluating performance and ensuring that deadlines are met. • Plan and manage required resources to implement the responsibilities, projects, and activities. • Manage essential resources within the allocated budget including personnel, software tools, and hardware infrastructure for building data analysis, reporting, and quality control capabilities. • Perform data analytics responsibilities for external and internal audits. • Provide guidance to team members to promote professional development and a positive team culture. At least three years of experience in inter-agency coordination in a crisis management context is desirable. Demonstrated experience working in the office of a senior UN official is desirable. Demonstrated skills in data storytelling and data visualization tools such as Power BI or similar tool is desirable.
