The consultancy will support IOMโs Data & Analytics Unit in ensuring the integrity, accuracy, and accountability of data collected under the Displacement Tracking Matrix (DTM) and related field operations. Reliable and high-quality data are essential for IOMโs evidence-based decision-making, reporting, and coordination with partners and government stakeholders.
The Data Quality Controller (Consultant) will be responsible for the continuous verification, validation, and quality assurance of all field data submissions collected through IOMโs DTM tools and platforms (e.g., Kobo/ODK). The role will contribute to maintaining harmonized data standards, improving workflows between field teams and central coordination units, and ensuring compliance with established Standard Operating Procedures (SOPs) and data protection principles.
Tasks to be performed under this contract:
- Review and verify incoming field submissions for completeness, accuracy, coherence, and adherence to DTM methodologies and SOPs.
- Conduct systematic quality checks for duplicates, logical/skip-logic errors, GPS inaccuracies, invalid codes, and missing responses.
- Liaise with enumerators and field supervisors to clarify data anomalies, request corrections, and ensure timely resubmissions.
- Promote standardized application of DTM tools, forms, and operational protocols across all field teams.
- Maintain and routinely update QA tracking logs, error databases, and feedback matrices; document all revisions and corrective actions.
- Provide day-to-day support to field teams on data collection tools (Kobo/ODK), workflows, device setup, and troubleshooting.
- Facilitate two-way communication between field staff and central DTM teams (Area Coordination, IM, and Operations).
- Monitor submission progress and flag operational bottlenecks or delays to ensure timely completion of data collection cycles.
- Participate in enumerator briefings, debriefings, and deliver refresher training on data quality and SOP compliance.
- Support pilot testing and version control of data collection tools, including feedback consolidation.
- Prepare QA summaries, data-quality dashboards, and periodic internal reports.
- Ensure field data collection aligns with IOMโs data protection principles and ethical standards.
- Contribute to lessons learned and recommendations for improving workflows and data quality assurance systems.
- Support IOM/Unit team in coordination with localย authorities and stakeholders on operational issues, as needed.
- Report regularly to the National Officer โ Area Coordination on implementation progress, irregularities, and shortfalls.
- Perform such other duties as may be assigned.

40 hours of work per week.ย Data collection submissions verified and approved according to DTM SOPs and quality standards. QA tracking and error correction logs maintained and updated weekly. Enumerators receive timely feedback and support. QA summaries and progress reports submitted as per agreed schedule. Data integrity issues reduced progressively over the contract period.

ย EducationUniversity degree in statistics, information management, computer science, geography, social sciences, or a related field.ย
Experience- Minimum three years of professional experience in data quality control, data collection management, or information management.
- Experience with data collection platforms (e.g., KoboToolbox, ODK, Survey CTO) and QA workflows.
- Familiarity with DTM methodologies or large-scale humanitarian data collection preferred.
- Poven ability to perform logical consistency checks and troubleshoot technical field issues.
- Experience in coordinating with enumerators or field-based data collection teams. Skills

- Good understanding of relational data structures and basic statistical quality control methods.
