Mission and objectivesUNHCR works to ensure that everybody has the right to seek asylum and find safe refuge, having fled violence, persecution, war or disaster at home. Since 1950, UNHCR has provided support in the face of multiple crises globally, and provided vital assistance to refugees, asylum-seekers, internally displaced and stateless people, many of whom have nobody left to turn to. ContextThe position is part of the Data, Identity Management and Analysis (DIMA) unit and is directed supervised by the Assistant Registration and Identity Management Officer. The unit supports the entire operation with registration, data and information management projects. The unit oversee the entire data life cycle and the implementation of the data governance strategy. The UN Volunteer will work closely with different actors ranging from senior management, technical staff both a national and regional level, UN agencies, government actors and NGO focal persons. The position demands high technical skills, background experience with managing and manipulating data from different sources and formats, as well as political and stakeholderโ€™s awareness, coupled with strong time-management and organizational abilities in order to meet multiple and competing deadlines.

Task DescriptionUnder the direct supervision of the Assistant Registration and Identity Management Officer, The UN Volunteer will undertake the followings duties and responsibilities: โ€ข Execute general operational data management of the national data ecosystem (Fabric) and data from UNHCR Preparing Registration and Identity Management Systems (PRIMES) tools. โ€ข Management of UNHCR Brazil data in the UNHCR Raw Internal Data Library (RIDL), ensuring adhesion of UNHCR data storage and curation principles, including documentation. โ€ข Storage and processing of administrative records, registration and case management data, surveys and other secondary data, ensuring the processing of any data necessary to achieve the priorities of the operation and ensuring timely and accurate data availability for analytical and operational use. โ€ข Design, develop, and maintain Extract, Transform, Load (ETL) processes and data pipelines that integrate multiple data sources into centralized systems. โ€ข Promote technical and innovative solutions to improve data processes and provide the necessary quality assurance and technical support for statistical and data analysis. โ€ข Design and maintain reporting platforms for results indicators monitoring. โ€ข Collaborate with Monitoring and Evaluation (M&E) activities to align data systems with performance indicators and reporting requirements. โ€ข Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management. โ€ข May be required to support registration activities including Profile Global Registration System (proGres) technical support and on-site assistance. โ€ข Strong attention to detail and commitment to data accuracy and quality. โ€ข Effective communication skills, both written and verbal, with the ability to translate technical concepts to non-technical stakeholders. โ€ข Ability to work independently, manage time effectively, and meet deadlines within a consultancy framework. โ€ข Perform other related duties as required.

Living conditions and remarksThe assignment will be in Brasรญlia, the Federal capital of Brazil and seat of government of the Federal District. Brasilia is a family duty station and classified A (hardship). The living conditions in Brasilia are good as well as the access to health services. The accommodation facilities are in general good, and the choice is wide. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging their own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan. Brazil is security level 3 (moderate). United Nations Department of Safety and Security UNDSS Brazil advises to exercise a high degree of caution in Brazil due to high levels of serious and violent crime, particularly in major cities. Violent crime as muggings, armed robbery, kidnappings, and sexual assault, is very high. Avoid shanty towns (favelas) in the big cities and if you are attacked or robbed, do not resist. Demonstrations can occur at any time and may turn violent with little or no warning. All United Nations personnel must scrupulously comply with UNDSS procedures and recommendations during their assignment in Brazil. For missions in rural areas or indigenous reservations, special procedures may apply; UN personnel should consult with the local DSS office in advance.
