Terms of Reference1. General Background
The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower people of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern. An important element is the establishment of Data, Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operation, led by a senior staff to ensure that UNHCR has a capacity to produce, in line with global standards, quality data, information products, conduct region-level analysis, guide registration and identity management, and advise on responsible and effective data use at country- and regional-levels. The Regional Bureau for Asia and the Pacific (RBAP) provides oversight, technical support, and guidance to UNHCR operations across the region in the areas of registration, identity management, and operational data. The Bureauโs Data, Identity Management and Analysis Unit (DIMA) supports country operations in implementing PRIMES tools, improving data quality, producing operational reports, and ensuring the effective use of registration and identity management systems.
The Data Management Associate is to be supervised by Operational Data Management Officer who will provide the incumbent with general guidance and workplans. The incumbent works quite independently with an oversight from the supervisor. S/he may directly supervise some support staff.
Contracts are mainly with colleagues in the same duty department to exchange information and to discuss the work plans. External contacts are with the national and local authorities for gathering and exchange of data.
2. Purpose and Scope of Assignment
The Data Management Associate will provide operational data management support to country operations and partners, ensuring the continued functionality and effective use of PRIMES systems during the interim staffing gap. Duties and responsibilities include but are not limited to:
โข Manage the use, maintenance, and technical support of databases used in the operation, including overseeing data collection, input, verification, and production of standard/ad hoc reports, charts, and tables.
โข Provide day-to-day technical support to field operations and partners on the use of PRIMES and related tools, including proGres, RApp, and BIMS, and liaise with Headquarters support teams to resolve technical issues.
โข Develop and deploy forms, tools, and applications/databases for data collection, analysis, and operational use by UNHCR and partners.
โข Archive and back up database systems, ensure database security, and perform database administrator functions.
โข Maintain registration equipment, software, and stockpiles.
โข Disseminate system updates, guidance, and best practices to operations, and follow up on pending requests.
โข Support data quality monitoring and carry out data verification activities to ensure accurate and reliable information.
โข Produce operational reports, statistics, and analytical products to inform management decision-making.
โข Support capacity building, including training and guidance for UNHCR staff and implementing partners on registration, data management, and use of PRIMES tools.
โข Perform other Data Management and Registration related duties as required.
The incumbent will work closely with other members of DIMA, country operations, and relevant partners to ensure the uninterrupted delivery of registration and data services across the region.
3. Monitoring and Progress Controls
All UNHCR staff members are accountable to perform their duties as reflected in their job description. In this context, the following key deliverables and performance indicators apply to the role:
โข Timely response to technical support requests from country operations and partners.
โข Regular delivery of operational reports and data quality assessments as scheduled.
โข Maintenance of registration equipment and stockpiles in a serviceable condition.
โข Documented follow-up on all technical issues raised with Headquarters support teams.
โข Evidence of training or guidance provided to field staff on PRIMES and registration procedures.
4. Qualifications and Experience
a. Education
โข Completion of secondary education with relevant training or certification in information technology, database management, statistics, or related field.
โข University degree in information technology, computer science, statistics, demography, or related discipline is desirable.
b. Work Experience
3 years relevant experience with High School Diploma; or 2 years relevant work experience with Bachelor or equivalent or higher.
c. Key Competencies
Essential
- Solid experience in data management, reporting, or information systems support in a humanitarian or development context.
- Demonstrated ability to work with relational databases, including hands-on experience with SQL, data validation, and report generation.
- Familiarity with Power BI or similar data visualization tools for dashboard design and analytics.
- Experience supporting end-users and providing training or guidance on digital platforms.
- Working knowledge of Microsoft Dynamics 365 or similar case/data management systems.
- Strong problem-solving and organizational skills, including attention to data quality and consistency.
- Proficiency in Power BI Service (including DAX, and Power Query M) with proven experience in data visualization and dashboard design.
Desirable
- Previous experience with UNHCRโs PRIMES tools, including proGres or BIMS.
- Experience with registration activities, biometric identity management, or voluntary repatriation processes.
- Familiarity with UNHCR data protection principles and standards, including consent-based data sharing.
- Prior involvement in supporting field operations, including ticket handling, incident management, or system deployments.
- Completion of relevant UNHCR training (e.g. RSD, Registration, Information Management, Data Protection) and other humanitarian data management certifications.
- Experience with software development or customization of business applications would be an asset.
