    Contexte :

    La Direction de la Nutrition et de l’Education Sanitaire (DNES) est la structure du Ministère de l’Education National et de la Réforme du Système Educatif (MERSE), partenaires institutionnels du Programme Alimentaire Mondial (PAM) dans le cadre de la Mise en œuvre de la Politique Nationale d’Alimentation Scolaire.

    Conformément aux objectifs de son Plan Stratégique Pays 2024-2028 et dans le cadre du partenariat liant le PAM au MERSE, il est convenu de recourir aux services d’un(e) assistant(e) technique afin de booster les capacités techniques de la DNES via un transfert de compétence et un appui technique de proximité.

    2. Objectif :

    L’objectif de la mise à disposition de cette assistance technique est de stimuler / renforcer le dynamisme au niveau de la Direction de la Nutrition et de l’Education Sanitaire.

    3. Tâches :

    Le consultant apportera l’appui nécessaire par rapport aux thèmes suivants :

    • La finalisation de la budgétisation du PRONAS ;
    • L’élaboration des principaux outils du PRONAS (guide de mise en œuvre et outils de gestion y compris SBCC) ;
    • L’élaboration du plan global de renforcement des capacités ;
    • L’élaboration du plan global de suivi et évaluation du PRONAS (baselines, évaluations mi-parcours, évaluations finales, indicateurs éducations…) ;
    • La finalisation des ateliers régionaux de vulgarisation du PRONAS ;
    • La formulation et à l’initiation des instances de coordination de la Mise en œuvre du PRONAS ;
    • La mise en œuvre de nouvelles stratégies telles que Cash in Schools (PAM) et toutes autres nouveautés à introduire par les autres composantes ;
    • L’analyse des stratégies de financement pluriannuelles pour mettre en œuvre les programmes et faciliter le dialogue pour l'adoption des stratégies ;
    • La reformulation de la Politique Nationale d’Alimentation Scolaire.
    • Identifier des pistes de collaboration pour l’intégration des données des cantines scolaires dans le SIGE

      4. Qualification et expériences requise :

      L’assistant(e) technique doit être un(e) spécialiste de l’Education disposant de :

      • Un diplôme supérieur en Education
      • Un minimum de 08 ans d’expérience professionnelle dans le domaine de l’Education et/ou de la nutrition scolaire
      • Expérience dans la mise en œuvre des systèmes de suivi ainsi que l’appui technique institutionnel est considéré comme un atout

        5. Langues et niveau en informatique :

        L’assistant(e) technique doit avoir :

        • Excellente maitrise de l’Arabe et du Français
        • Maitrise de l'outil informatique et notamment les logiciels de Microsoft Office
        • Connaissance des langues locales est souhaitée

          6. Durée et lieu :

          Le contrat de l’Assistant/e technique sera de 05 mois, renouvelable en fonction de la disponibilité des ressources. La période de recrutement idéale est du 1er août 2024. Le lieu de travail du/de l’assistant(e) technique est à Nouakchott avec des possibilités de déplacement à l’intérieur du pays.

          Une fois recruté(e), l’assistant(e) technique sera basé(e) à la DNES avec 2 jours de travail par semaine au PAM.
