Project Context and Scope:ย 

Since 2015, IOM has been implementing a global project on reducing violence against women and girls (VAWG) through enhanced institutional risk mitigation efforts under the Safe from the Start Initiative (SftS) supported by the US Bureau of Population, Refugees and Migration (PRM). The IOM Global SftS project is currently in its Phase X.ย ย 

One of the main project outcomes, Outcome 1, is to strengthen operational approaches to mitigate risks of VAWG across IOM key technical sectors in preparedness and emergency response to displacement crisis. This includes CCCM, Shelter and Settlements, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and Health Sectors.ย 

One of the strategic aims of the IOM Global WASH Unit is to meet the rising demand for impactful, accountably and evidence-based WASH interventions that prioritize the needs of affected populations and promote community cohesion, localization, resilience, and the empowerment of local actors through the crisis response cycle. As part of this, the Global WASH Unit has developed various toolkits and trainings to build capacity of WASH staff and country offices to systematically integrate VAWG risk mitigation within WASH interventions.ย 

During 2025, (Phase X of the global project), IOM aims to undertake a comprehensive review of these activities, to understand to what extent VAWG risk mitigation measures have been incorporated within WASH activities in different contexts.

The review, which will be conducted by an external consultant, aims to identify existing opportunities and barriers to improving WASH programming to reduce risk of VAWG, providing recommendations to enhance future actions. As part of the review, a Compendium of Case Studies on WASH and VAWG will be curated, drawing insights from the SftS project experiences across missions. This compendium will serve as a valuable resource for internal and external advocacy efforts, including advocacy with the Global WASH Cluster for the prioritization of VAWG within WASH. ย 

The specific objectives of the review are:ย ย 

To assess the useability and impact of various tools that support risk mitigation of VAWG in WASH. ย  To assess impact of the trainings and different modalities used. To identify country examples that can be used as case studiesย  To find recommendations for ways forwardย 

The review should include a review of all main project documents, relevant IOM and Global WASH Cluster tools, and consultations/interviews with relevant HQ and field teams and VAWG stakeholders including women-led organizations and women-run organizations).ย
