Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Project Context and Scope

The Global Staff Association Committee (GSAC) at the International Organization for Migration (IOM) plays a crucial role in safeguarding the collective and individual rights and interests of IOM staff globally. Representing the majority of IOM staff members, GSAC focuses on promoting welfare, resolving issues between staff and the Administration, and advocating for positive changes within the organization.

The democratically elected GSAC 2024-2027 Cohort set forth the following:

Strategic Objectives:ย 
1.ย ย ย ย Trust: Enhance GSAC as a trusted staff representative body where members feel secure and supported.
2.ย ย ย ย Connect: Strengthen connections with members and expand GSACโ€™s reach.
3.ย ย ย ย Action: Position GSAC as an action-oriented platform that actively addresses staff needs.
4.ย ย ย ย Position: Ensure GSAC is recognized for its significant contributions to IOMโ€™s mandate and response.ย 

2024-2027 Priorities:

Policy Advocacy for Staff Well-Being, Rights, Benefits, and Entitlements.Strengthening Communication and Promoting Transparency.Enhancing Case Management and Strengthening Dispute Resolution Systems/structures.Capacity Building for GSAC Regional Representatives, Sub-Committees, and National Staff Associations.Collaboration with the UN System and External Partners (FICSA and Other UN Staff Associations).Enhancing Accountability and Governance Structures within GSAC.Coordinating the Election Process and Transition to the Next GSAC Cohort

In light of the above, with the priorities of enhancing the impact, capacity, and accountability of GSAC the consultancy project, under the supervision of the GSAC Chairperson, aims to review, finetune and contribute to the planning of GSACโ€™s implementation of its strategic priorities and its respective action plan (including its KPIs), as well as develop a monitoring and evaluation framework that will include a mid-term and end-term evaluations. The selected consultant will also conduct the mid-term evaluation during the scope of the consultancy. Simultaneous to the revision and planning, informed by consulting with the GSAC team, NSACs, and staff, the Consultant will assess the capacity building needs of GSAC, its subcommittees and NSACs, develop a corresponding plan, and conduct a leadership and advocacy training.

Month 1-7 โ€“ [February to August]: Finetuning and revision of the strategic objectives and priorities (including its action plan, KPIs, etc.) to enhance its actionability and impact, in addition to the governance structures, roles and performance (internal GSAC structure, such as subcommittee roles).Setting respective M&E Framework.Conducting mid-term evaluation against action plan and M&E Framework; completed in time to be presented during the July 2025 AGM.Assess capacity building needs of GSAC, Subcommittees, and NSACs and develop corresponding training plan (including calendar, M&E framework for trainings, and assessment and reporting tools and templates).Month 8-12 โ€“ [September to January]:ย  Deliver leadership and advocacy training based on the finetuned action plan and needs assessment; as well as complete a respective training report.Develop microlearning materials corresponding to the training plan and needs.Contribute to GSAC and NSAC workshops, trainings and retreats as needed in relation to deliverables pertaining to the consultancy (i.e. presenting work done on strategic planning, delivering trainings developed within the aforementioned scope and in line with training needs, etc.).Finetune GSAC election process timeline and guidelines. This will include the nomination process and tools (such as nomination forms and recommended technology) of the Elections Committee (EC) and needed training for the EC; as well as secure voting tools to ensure efficient and transparent execution and oversight of the electoral process.Prepare a template for the handover document to the new cohort that aligns with the developed strategic priorities, its action plan, and the M&E framework at large, and that includes all components and tools needed for a comprehensive transfer of knowledge and sustainability with clear achievements, lessons learned, and recommendations.

Reporting Schedule: bi-weekly updates with the GSAC Chairperson and Support Officer; and monthly with the Chairperson, Support Officer, subcommittee leads/chairs, Programme and Communications Officer, and Secretariat.

Deliverables: Monitoring & Evaluation Frameworkย 
The consultant will deliver the products and/or reports on the dates agreed in the work plan, electronically, to the satisfaction of the supervisors of this consultancy. The products must be approved by IOMโ€™s GSAC.

It's important to ensure we receive editable versions of these documents for our use.ย Performance indicators for the evaluation of results The consultant must be committed to high standards to ensure high quality products.Submit deliverables in the required time frame and under the quality terms established by IOM and the GSAC.ย Execute the activities related to the implementation of the consultancy in a timely manner.Results-based work: develop each action focused on obtaining quality results, within a stipulated schedule and committed to achieving the agreed results. Education Master's degree in Psychology, Social Work, Sociology, Criminal Justice, Law, Organisational Development, Sociology, Public Administration, Human Resources Management, or a related field from an accredited academic institution with six years of relevant professional experience.University degree in the above fields with eight years of relevant professional experience.Experience Previous experience in evaluation, working for an international organisation and/or a UN staff association, counselling, or human resources management is an asset.Skills Excellent research, analytical, communications, and writing skills;Ability to maturely handle sensitive and confidential information; and,Flexibility to engage with staff according to the working hours of different time zones is a necessity.Languages

IOMโ€™s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
