Purpose of the Consultancy

The primary objective of this consultancy is to provide project management support for the planning, coordination, and delivery of the Singapore CRESH meeting and the Seoul Commissionersโ€™ Meeting (both to be held in September 2025). The consultants will work closely with the organizing committee to ensure smooth execution, timely delivery, and adherence to project goals.

Background

The World Health Organization (WHO) Asia Pacific Centre for Environment and Health in the Western Pacific Region (ACE) is currently the only WHO geographically dispersed specialized office in the WHO Western Pacific Region and a key technical hub of the WHO Regional Office for the Western Pacific in terms of its work programme on climate, environment and health โ€“ a key thematic priority of the regionโ€™s strategy.

As a centre of technical and scientific excellence, ACE is dedicated to fostering healthier, safer environments and enhancing community resilience to climate and environmental changes, advancing health and health equity for all populations in the WHO Western Pacific Region. The Centreโ€™s work aligns closely with WHOโ€™s global and regional policy agenda on environment, climate change and health, particularly the Fourteenth General Programme of Work for 2025โ€“2028 (GPW14). ACE also supports the Regionโ€™s new vision for health, Weaving Health for Families, Communities and Societies in the Western Pacific Region (2025โˆ’2029), which embodies the collaborative efforts needed from WHO, governments and partners to improve health and well-being across the Region. The Centre specifically contributes to three of the five priority actions led by governments by supporting Member States in policymaking and in implementing international commitments on environment, climate change and health.

The Singapore CRESH (Climate-Resilient and Environmental Sustainability in Health) meeting will be held in Singapore, bringing together key stakeholders to address climate, health, and environmental sustainability issues. To ensure the successful planning, execution, and follow-up of the meeting, project management consultants will be engaged to provide support in various capacities.

The first Commissionersโ€™ Meeting of the Lancet Commission on Sea Level Rise, Health, and Justice will be jointly hosted with Seoul National University (SNU) in Seoul in September 2025. This landmark gathering will convene Commissioners from around the world to set the strategic direction of the Commission and begin collaborative work on key thematic areas. To ensure a well-coordinated and impactful event, project management consultants will be engaged to support the planning, delivery, and follow-up of the meeting.

Deliverables

Output 1: Develop a framework and detailed project plan with timelines, roles, and responsibilities.

Deliverable 1.1: Support WHO/ACE in developing detailed plans and executing at least 2 events on regional and international platforms.
Deliverable 1.2: Provide logistical, partnership and communications support for the successful delivery of key events, ensuring effective engagement and participation.
Deliverable 1.3: Support for developing internal documents including consultation meeting schedule, agenda, discussion points, and presentation slides for key events.

Output 2: ย Regular progress updates to the organizing committee.

Deliverable 2.1: Monthly progress reports summarizing completed and upcoming tasks, with updated timeline and task tracker.
Deliverable 2.2: meeting minutes from organizing committee meetings.

Output 3: ย Final report detailing the outcomes of the event and recommendations for future projects.

Deliverable 3.1: Final reports for key events, including summary of overview of the meetings, summary of outcomes and decisions, evaluation of successes and challenges, stakeholder feedback.
Deliverable 3.2: lessons learned and actionable recommendations for future projects.

Methods/scope of work

  • Planning and Coordination
  • Assist in the development of the meeting agenda and ensure alignment with the project's strategic objectives.
  • Coordinate logistics, including venue selection, travel arrangements, accommodation, and catering services.
  • Manage timelines and deadlines to ensure all deliverables are met.
  • Stakeholder Management
  • Facilitate communication between project team members, stakeholders, and participants.
  • Assist in identifying and engaging with key stakeholders for the meeting.
  • Financial Management
  • Provide support in budgeting and financial tracking for the event.
  • Ensure expenses are within the approved budget and provide regular updates on financial status.
  • Documentation and Reporting
  • Support the preparation and distribution of meeting materials, including agendas, minutes, and presentations.
  • Prepare post-event reports, including recommendations for future improvements and lessons learned.
  • Risk Management
  • Identify potential risks and issues related to the event and propose mitigation strategies.
  • Provide real-time problem-solving support during the meeting.

    Qualifications, experience, skills and languages

    Educational Qualifications ย ย 

    Essential: University degree in public health, environmental health or related field from a recognized university.

    Experience

    Essential: Minimum three years of work experience in public health and project management in an international environment.ย 

    Skills/Knowledge

    Sound knowledge in planning, implementing and monitoring complex programmes, including project or event management for public health, policy or environmental health topics.

    Languages and level requiredย 

    Expert knowledge of English (Read/Write/Speak)

    Location

    On site: WHO ACE office in Seoul, Republic of Korea.

    Travel

    The Consultant is expected to travel to Seoul, Republic of Korea.

    Remuneration and budgetย 

    Remuneration: Payband A, USD 3,955 to USD 6,000 (monthly)
    Expected duration of contract : 6 months, May to November 2025
