International Water Management Institute (IWMI) on behalf of Global Water Partnership - South Asia (GWP-SAS) seeks applications from suitably qualified candidates for an assignment under the project titled \"Sri Lanka Green Climate Fund (GCF) Readiness Project\".

Background

The Global Water Partnership Organization is currently serving as a Delivery Partner for implementation of Green Climate Fund (GCF) Readiness projects in 5 countries: Zambia, Somalia, Sri Lanka, Eswatini, Central African Republic. In these countries, GWPO works closely with the GCF National Designated Authorities (NDA) to implement these Readiness projects.

GWP South Asia Regional Water Partnership (GWP SAS), located in Colombo, Sri Lanka and hosted by the International Water Management Institute (IWMI), currently coordinates several country-driven water & climate resilience activities in Bangladesh, Bhutan, India, Nepal, Pakistan and Sri Lanka. In Sri Lanka, GWP South Asia RWP will play a central role in executing several projects namely, Global Water Leadership Project and Water Storage Project in addition to the GCF Second Readiness Project and other Programmes.

Scope of Work

The consultant will have a two-fold responsibility of providing support to the SL GCF Second Readiness Project and to other programmatic areas of GWP-SAS.

GCF Readiness Project Management Support

Serve as the GWP SAS\u2019s focal point for day-to-day coordination with the GCF Readiness\u2019s Project Management Unit To ensure on-track, high quality delivery of substantive activities on the ground according to GCF-approved workplan. Establish weekly meetings with PMU team to monitor workplan implementation: review work completed and accountabilities, commitments for upcoming period, facilitating wider RWP support as needed on a rapid as needed basis. Maintain and update project Risks & Mitigation Measures matrix, revisiting at each weekly PMU meeting. Provide updates on SL GCF Readiness at biweekly RWP Programme meetings, including, but not limited to, (i) lining up engagement and inputs of RWP team members for implementation, (ii) alerting RWP on any changes to Risks & Mitigation Measures matrix, (iii) synergizing with delivery of other projects in the country. Prepare the progress reports required by NDA to be submitted to other agencies in Sri Lanka Review and provide feedback to PMU on TORs; activity concept notes; intermediate and final deliverables; monthly, quarterly, and semi-annual reports produced by PMU. Prepare TORs; activity concept notes; intermediate and final deliverables; monthly, quarterly, and semi-annual reports by PMU Core team in terms of climate resilience, institutional, and gender and social inclusion expertise, and any other needed expertise as per project guidelines. Obtain approval of National Project Coordinator and Regional Coordinator before items are passed on to GWPO for review in the role of Delivery Partner. Working closely with the PMU Gender Expert, ensure gender analysis of detailed project workplan is undertaken, and gender and social inclusion expertise is provided to all activities and outputs of this project. Work closely with Policy Expert at PMU to fulfil the project deliverables. Work closely with GWP SAS/GWP Finance Specialist to ensure smooth financial management of the technical activities which GWP SAS provides substantive oversight on. Identify programme development opportunities for GWP SAS stemming from the implementation of this project, contributing to partnership development and management, and proposal development. Support the Policy Expert to design capacity building action plan under the guidance of National Project Coordinator and Regional Coordinator. Participate in capacity building activities offered by the GWP Network, and by global and regional partners, to effectively implement the SL Readiness project. Serve as go-to person for GWP SAS on technical aspects of GCF Readiness. Support PMU in liaising with NDA and country stakeholders, with the view of raising the profile of the Country Water Partnership, GWP SAS, and GWPO as a GCF Readiness Delivery Partner and cultivate the relationship to initiate another GCF funded project in South Asia. Guide the PMU Communication Officer on a monthly basis, synthesize progress, lessons, and outcomes of GCF Readiness implementation to prepare technical and corporate communication pieces, learning briefs, and impact stories that feed into GWP knowledge systems such as GWP website and GWP Toolbox.

Duration: 12 months (full time)

Requirements

Interested applicants are required to have the following qualifications and experiences at minimum:

At least a combined 10 years\u2019 experience in the field of the project management, coordination, concept note developments, monitoring and evaluation, Post graduate level qualifications is preferable, in development studies, economics, environmental sciences, climate sciences, sustainable development, water management or related field, Familiarity with GCF Readiness and Preparatory Support Program Guidebook a must, Experience with the GWP Network is not required but desirable Good track record on designing and implementing capacity building workshops, Demonstrated experience on facilitating multistakeholder engagement and partnership development, Fluency in English. (Speaking, writing, and reading). Knowledge of Sinhala or Tamil is desirable, Demonstrated attention to detail and ability to coordinate and manage multiple tasks, Excellent analytical and writing skills.


The candidate must be:

Fully computer literate - skilled in using office applications - MS office (word, excel, power point) and email applications. Well versed in using remote working applications such as Zoom and MS Teams. Flexibility, creativity, and effectiveness in working collaboratively in a multi-cultural team environment. Proactive approach to meeting deadlines and delivering results with minimum supervision. Proven ability to work as part of a results-oriented team. Outstanding interpersonal and teamwork skills. Ability to manage multiple responsibilities simultaneously. Affinity for learning, sharing, and using knowledge. Ability to travel frequently on short notice.
