Result of ServiceThe international consultant will work to support the UNRSF Projects on MENA and Sub-Saharan. The international consultant will report on a periodic basis to the project manager. Based on the periodic progress reports the international consultant will prepare a consolidated project report. The deliverables shall include: • Analysis of existing national legal framework regarding certification and use of motorcycle helmets (MENA); • Analysis of existing national legal framework regarding certification and use of motorcycle helmets (Sub-Sahara); • Roadmap for creating/updating national legal framework regarding certification and use of motorcycle helmets (MENA; • Roadmap for creating/updating national legal framework regarding certification and use of motorcycle helmets (Sub-Sahara); • Draft outline of proposal regarding certification and use of motorcycle helmets (MENA); • Draft outline of proposal regarding certification and use of motorcycle helmets; (Sub-Sahara) • Participation in workshops to present draft outlines of proposals and to collect feedback from the participants, to update proposals as required. • Contribute to other elements of the project, as needed/requested • Consolidated project reports The UN Motorcycle helmet study is strongly recommended as a guide for the development of an effective legal framework. Language: English; Format: Word and PDF Work LocationHome country Expected duration16.03.26-31.12.26 Duties and ResponsibilitiesObjectives and Targets (Specific Functions of International consultant/Individual Contractor): The Economic Commission for Europe is implementing two UN Road Safety Funded projects entitled “Protecting riders in the Middle East and Northern African region & beyond – Strengthening motorcycle safety laws” and “Empowering law enforcement in Sub-Saharan Africa – Aligning national laws with United Nations standards on helmet use”. UNECE hosts the three global vehicle agreements that provide uniform provisions for technical regulations of motorized wheeled vehicles on vehicle parts and equipment. The 1958, 1997 and 1998 agreements are expected to be used as a basis for regulatory recommendations in the beneficiary countries. UNECE also hosts the Secretariat to United Nations Secretary-General’s Special Envoy for Road Safety and the Secretariat to United Nations Road Safety Trust Fund. The Inland Transport Committee (ITC) strategy, adopted in 2019, highlighted road safety as \"Special priority of global interest\" which was further reinforced by the “ITC Recommendations for Enhancing National Road Safety Systems” adopted during the 82nd session of ITC. The UN General Assembly has also adopted resolution A/RES/72/271 inviting member states to improve global road safety: UNECE hosts WP29; the World Forum for harmonization of vehicle regulations which develops technical regulations, addressing the safety and environmental performance of wheeled vehicles. The World Forum or WP.29 is the only global forum for harmonizing vehicle regulations and rules on vehicle performance and on vehicle parts and equipment, vehicle safety, environmental pollution, energy efficiency, anti-theft and security. Build the capacity of the institution in charge of standards, implement behaviour change and sensitization campaigns, support legislation of a PTW helmet safety standard and certification protocols will be an asset for the activities of WP.29 as these elements will be based on existing activities and outputs and will expand the scope of their use. The objective of the project “Protecting Riders in the Middle East and Northern African region (MENA) & beyond – Strengthening motorcycle safety laws” is, to bring about significant improvements in safety of riders of the powered two-wheelers, through improving the quality of legislation and regulation for motorcycle helmets – at country and regional level (Iran, Oman, Pakistan, and Tunisia). The objective of the project “Empowering law enforcement in Sub-Saharan Africa – Aligning national laws with United Nations standards on helmet use,” is to significantly reduce road traffic fatalities and injuries in Malawi, Mozambique, Senegal, Sierra Leone, and Zambia by targeting two of the most preventable and high-impact risk factors: speeding and low helmet use among motorcycle users. In order to achieve these objectives, the activities designated under each project are as follows: MENA: • Amending and enforcing a national helmet law that meets the UN legal instruments • Dissemination of capacity building, knowledge and training materials Sub-Saharan Africa • Conduct national road safety legal reviews to identify gaps in helmet laws • Propose and support amendments to align national legislation with WHO recommendations and UN Regulation No. 22, 05 series of amendments or equivalent standard (FMVSS 218) on protective helmets • Develop draft legislative texts and facilitate validation workshops with relevant ministries and stakeholders on the Transposition of UN Regulation to National Regulation Qualifications/special skillsAdvanced university degree in Engineering is required. A minimum of ten years of experience in the field of passive safety and certification testing is required. Excellent knowledge of UN legal instruments on safe vehicles, especially the 1958 and 1997 Agreement is required. Experience in international cooperation is an advantage.
