Project Context and Scope
In 2022 IOM started implementation of the regional โLabour Migration Programme โ Central Asiaโ funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to assist the governments in Central Asia to enhance labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination. ย Organizational Department / Unit to which the Consultant is contributing

1.ย ย ย ย Conduct monitoring and analysis of the first Action Plan 2022-2025 and present report to the stakeholders โ 31 January 2025 โ 30% ย
2.ย ย ย ย Draft Action Plan 2026-2030 based on meetings with the working group and data collection โ 28 February 2025 โ 30%
3.ย ย ย ย Present draft Action Plan 2026-2030 to the stakeholders, collect feedback/comments/suggestions and incorporate in the Action Plan โ 30 April 2025 - 40%.

Performance indicators for the evaluation of results
- The monitoring and analysis of the first Action Plan 2022-2025 on the requirements for gender mainstreaming and gender analysis is conducted and the report is presented to the stakeholders;
- The draft of the Action Plan 2026-2030 with gender mainstreaming is done in cooperation with the working group and data collection;
- Feedback/comments/suggestions are incorporated in the Action Plan and the draft Action Plan 2026-2030 is presented to the stakeholders;
- The Ministry of Labour, Social Security and Migration of the Kyrgyz Republic is assisted with the conducting monitoring and analysis of the first Action Plan 2022-2025 for development of the Action plan of 2026-2030 on implementation of the Concept of Migration Policy of the Kyrgyz Republic. ย
ย Education- Minimum high school or diploma โ completed university degree in Social or Natural Sciences or other relevant discipline, preferably with a specialization in gender;
- Other formal education relevant for the assignment;
Experience
- At least 2 years of experience in working in the field of gender equality and gender mainstreaming, development of strategic plans and sustainable development reports;
- Knowledge and understanding of the gender context, migration and cross cutting issues;
- Familiarity with gender-responsive monitoring and evaluation methods, including gender-related statistics and indicator development;
- Solid experience in providing expert support in development of national action plans;
- Experience in working with government institutions and international or non-governmental organizations supporting gender and development work in the specific area of intervention.
ย Skills- Good knowledge of the migration, gender analysis tools and methodologies in the specific area of intervention & the focus areas indicated in the TOR;
- Familiarity with IOMโs mandate.
ย Languages- Good command of oral and written Russian and Kyrgyz; and English is an advantage.ย IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย
