Background
The African Risk Capacity was established as a Specialized Agency of the African Union (AU) in November 2012 to help Member States improve their capacities to better plan, prepare and respond to extreme weather events and disasters and to assist food insecure populations. Operating under the privileges and immunities of the AU, the ARC Agency, through its Secretariat, provides Member States with capacity building services for early warning, contingency planning and risk finance. It currently counts 32 AU countries as members and is supervised by a Governing Board elected by member states and the African Union Commission.
In 2014, ARC launched its initial risk insurance pool for member states through its financial affiliate the ARC Insurance Company Limited (ARC Ltd). ARC Ltd is a specialist hybrid mutual insurance company and Africaโs first ever disaster insurance pool, aggregating risk by issuing insurance policies to participating governments and transferring it to the international market. ARC Ltd uses the satellite weather surveillance software Africa RiskView, developed by the United Nations World Food Programme, to estimate the impact of drought on vulnerable populations โ and the response costs required to assist them โ before a season begins, and as it progresses, so that index-based insurance payouts, based on Africa RiskView, are triggered at or before harvest time if the rains are poor once the pre agreed trigger levels are met. The ARC design and establishment phase was managed by WFP and WFP continues to provide administrative services support to the ARC Agency through an administrative services agreement.
Responsibilities and expected deliverables
The M&E consultant will be responsible for the implementation of the M&E plan of ARC Group, including: - tracking and reporting on ARC log-frame; -contributing to the organization reporting; managing procurement and evaluations; - capacity building; Managing and maintaining partnerships with in-country and international entities. Specifically, the consultant will:
- Oversee and manage all M&E activities within the M&E programme of the ARC Group
- Work with ARCโs departments to ensure routine performance data collection
- Compile and analyze data on performance indicators and reports from ARC departments, government counterparts and in-country partners
- Manage and maintain ARC M&E data and logframe
- Support the ARC departments to produce and maintained their dashboards
- Produce and maintain the institutionโs dashboard
- Contribute to the development and the production ARC annual report
- Conduct training for ARC staff, government counterparts and in-country partners on ARCโs M&E framework (and M&E in general), providing guidance on ARCโs M&E processes and objectives
- Manage relationships with in-country and international partner agencies to ensure ARCโs in-country M&E programme aligns with and strengthens existing initiatives to improve M&E
- Manage and follow-up on the process evaluation of ARC payouts, institutional evaluations and special studies
- Manage and follow-up on the ARCโs Member States Satisfaction survey
- Lead further development and refinement of ARCโs M&E framework, log- frame, programme and process evaluations
- Developing a stand-by roster of national and/or international external M&E firms to implement in-country M&E process (including financial) audits to be deployed in a timely manner should payouts occur;
- Managing the procurement and supervision of external M&E firms as they conduct M&E process audits;
- Manage the procurement process of service providers in relationship with WFP
- Synthesize internal and external M&E process audit results into lessons learned and key action points for ARC Agency in terms of improving standard operating procedures, payout implementations, contingency planning and the impact of ARC at the national level;
- Manage the development and production of ARC's flagship annual M&E report and country case studies, and ensuring that lessons-learned are incorporated into the website and workshops;
- Contribute to projects proposals development
- Support government counterparts and in-country partners in setting-up an M&E system related to DRM;
- Provide recommendations on and lead the development and design of the ARC evaluation strategy and assist in its implementation;
- Build relationships with other partners in DRM field
- Contribute to ARC story telling.
Qualifications
Education:
- Advanced university degree in the following disciplines: social sciences, international development, economics, development economics, finance or another relevant field.
Experience:
- Minimum of 6 yearsโ experience (of which one is international in Africa) in monitoring and evaluation of development or humanitarian projects and/or programmes.
- Experience in conducting quantitative and qualitative data collection in developing countries
Language:
- Fluency in English and French is required. Limited knowledge (intermediate/level B) of another AU official language โ Arabic or Portuguese โ desirable.
Knowledge:
- Strong computer skills, including excellent skills in MS Office based word processing, MS Excel spreadsheet, presentation, database and other standard software packages
- Strong analytical skills and experience, including analysis and triangulation of qualitative and quantitative data.
Desirable Skills & Knowledge:
- Strong analytical research, writing and communication skills.
- Communication and Interpersonal relations: Exceptional communication skills and ability to maintain lasting, healthy, and effective working relationships with colleagues, government counterparts, in-country partners, consultants and other stakeholders.
