    Background

    The African Risk Capacity was established as a Specialized Agency of the African Union (AU) in November 2012 to help Member States improve their capacities to better plan, prepare and respond to extreme weather events and disasters and to assist food insecure populations. Operating under the privileges and immunities of the AU, the ARC Agency, through its Secretariat, provides Member States with capacity building services for early warning, contingency planning and risk finance. It currently counts 32 AU countries as members and is supervised by a Governing Board elected by member states and the African Union Commission.

    In 2014, ARC launched its initial risk insurance pool for member states through its financial affiliate the ARC Insurance Company Limited (ARC Ltd). ARC Ltd is a specialist hybrid mutual insurance company and Africaโ€™s first ever disaster insurance pool, aggregating risk by issuing insurance policies to participating governments and transferring it to the international market. ARC Ltd uses the satellite weather surveillance software Africa RiskView, developed by the United Nations World Food Programme, to estimate the impact of drought on vulnerable populations โ€“ and the response costs required to assist them โ€“ before a season begins, and as it progresses, so that index-based insurance payouts, based on Africa RiskView, are triggered at or before harvest time if the rains are poor once the pre agreed trigger levels are met. The ARC design and establishment phase was managed by WFP and WFP continues to provide administrative services support to the ARC Agency through an administrative services agreement.

    Responsibilities and expected deliverables

    The M&E consultant will be responsible for the implementation of the M&E plan of ARC Group, including: - tracking and reporting on ARC log-frame; -contributing to the organization reporting; managing procurement and evaluations; - capacity building; Managing and maintaining partnerships with in-country and international entities.
