Project Context and Scope
ย 

The objective of this project is to enhance the capacities of Iraqi law enforcement to promote stability in Iraq through community engagement and policing in areas of return. The project focuses on two primary pillars: i) addressing returnees' security needs through the community police (CP), and ii) mainstreaming the community policing approach across various directorates, with an emphasis on areas of return (AoR), to ensure a cohesive and effective community policing framework. This initiative aims to enable Iraqi security forces to demonstrate inclusive community engagement, accountability, and responsiveness to the internal security and stability concerns impacting communities in areas of return.

The project will target areas with significant numbers of returnees from northeast Syria, particularly focusing on the governorates of Ninewa and Anbar, where community-based interventions will be implemented to promote sustainable reintegration and prevent secondary displacement. These interventions will be carried out at the neighborhood level, and locations will be carefully selected to ensure complementarity with ongoing stabilization projects in Iraq implemented by IOM and other partners. Due to its ongoing CP programming, IOM will be able to commence implementation promptly by leveraging existing relationships, supporting the execution of initiatives aimed at enhancing sustainable returns and community safety, and expanding its engagement with the Ministry of Interior (MoI) and CP at both national and local levels.

Within the framework of addressing the return and reintegration of internally displaced persons (IDPs) throughout Iraq, the consultant will conduct several capacity building activities to members of law enforcement in the Intelligence-Led Policing (ILP) field. The capacity building package will include the utilisation of ILP in identifying indicators of extremism under the CPโ€™s crime prevention framework.

The final deliverables and timelines will be decided in consultation with the direct supervisor, before the start of the assignment, and the order of delivery of the above products can be altered in discussion with the hiring manager.


First Deliverable โ€“ Assess MoIโ€™s ILP Institutional Capacity.ย 

Description: Conduct an institutional capacity assessment of the Ministry of Interior (MoI) to adopt an Intelligence-Led Policing (ILP) approach in crime prevention within the community policing mandate.

This task includes:

- Develop assessment criteria focusing on the adoption of the ILP approach.

- Conduct interviews and surveys with key stakeholders within MoI.

- Analyze existing frameworks and capacities relevant to community policing.

Expected outcome:ย A comprehensive report outlining the MoI's current capacities, gaps, and recommendations on the way forward for adopting the ILP approach.

Timeframe: September - October 2025.

Second Deliverable โ€“ Conduct a Validation Workshop

Description: Organize a validation workshop with MoI stakeholders to review the findings of the assessment conducted in Deliverable 1. The workshop aims to ensure alignment and integration with Iraqโ€™s existing policing frameworks.

This task includes:

- Prepare workshop materials, including the assessment report and any other necessary preparations.

- Facilitate discussions among stakeholders to validate and refine findings.

- Gather input and suggestions from participants to guide the development of the ILP training manual.

- Submit a report on the final assessment findings.

Expected outcome:ย An action plan detailing the integration of assessment findings into the capacity building package.

Third Deliverable โ€“ Develop and Deliver One Training of Trainers (ToT) Course.

Description: Deliver Training of Trainers (ToT) sessions on crime prevention through ILP methodologies for key law enforcement actors at both national and local levels in collaboration with IOMโ€™s Prevention of Violent Extremism (PVE) unit. This includes Community Police officers, Family and Child Protection units, Juvenile Police, and intelligence units, while enhancing intra-agency information-sharing capacities.

This task includes:

- Develop a training manual based on the assessment findings in deliverables 1 and 2.

- Deliver 1 ToT focusing on ILP methodologies, community engagement, and information sharing for law enforcement officers.

- Mentor and support trainees to implement learned methodologies in their respective units as needed.

Expected outcome: Capacitated law enforcement officers capable of utilizing ILP methodologies within their agencies, leading to improved crime prevention efforts and enhanced cooperation among law enforcement bodies.

Timeframe: December 2025 - January 2026

Fourth Deliverable โ€“ Oversee two Cascade Training Courses

Description: Oversee the delivery of ILP training courses and mentor ToT graduated police officers.

This activity includes:

- Advise on the preparations of the cascade training course when needed.

- Provide mentorship prior to and during the cascade training.

- Draft an observational report and recommendations (if any).

Expected Outcome: police officers are capacitated to deliver ILP cascade training courses to other police officers.

Timeframe: January - February 2026

% of the overall consultancy: 20% Performance indicators for the evaluation of results ย 

1) An assessment report of the MoIโ€™s capacity to adopt ILP approach in crime prevention is submitted.

2) A validation workshop report is submitted including any changes in the assessment findings for deliverable 1.

3) An ILP training manual is developed in collaboration with IOMโ€™s PVE team, and a ToT event report is submitted.ย 

4) An observational report for the ILP cascade training courses is submitted including recommendations (if any).

Report:

The consultant shall provide regular updates on the progress of each deliverable and submit final reports for each deliverable to the designated project coordinator at IOM.

Education A Masterโ€™s degree in Political Science, International Relations, Security Studies, or any other relevant field. Experience At least 10 years of experience in implementing the Intelligence-Led Policing (ILP) approach, crime data analytics, and other relevant areas within the policing or law enforcement field. Hands-on experience in designing or advising on ILP systems within police or security institutions. Previous involvement in police transformation initiatives, including capacity development and strategic planning. Exposure to community-oriented policing models and integration of ILP in prevention of violent extremism. Proven record of delivering technical training and mentoring to law enforcement officers and decision-makers. Experience operating in complex environments, preferably in the MENA region or similar contexts. History of advising ministries of interior, national police bodies, or multilateral agencies on ILP or related reforms. Skills Strong understanding of ILP principles, models, and application in law enforcement operations. Ability to analyze complex security environments and develop strategic intelligence frameworks. Capable of developing and delivering technical training to law enforcement personnel at various levels. Proficient in using data and intelligence to guide policing priorities, crime prevention, and resource allocation. Strong written and verbal communication skills; able to communicate complex concepts to diverse stakeholders. Ability to engage effectively with government institutions, security agencies, and international partners. Skilled in drafting high-quality reports, guidance documents, and strategic recommendations.
