Project Context and Scope
The International Organization for Migration (IOM) is implementing a three-year project EU-funded project in Ghana titledย ATUU - A Ghanaian European Safe and Prosperous Peopleโs Mobility Project on Migration Governance.ย Running from December 1, 2024, to November 30, 2027, the project aims to strengthen โGhanaian capacities for the orderly, human rights-based and mutually beneficial migration and mobility of people from and to Ghanaโ. ATUU operates as part of the EUโs 2022 Annual Action Plan for Ghana under the Joint Programming Framework (2021โ2027).
IOM is leading on the implementation ofย ATUUโs Outcome 1[1]:ย Improved Migration Governance in Ghana, with three key outputs:
Output 1.1:ย The institutional framework, policy dialogue, and operational preparedness to manage migration and displacement are improved.
Output 1.2:ย Quality and availability of data and information on migration and forced displacement are improved.ย
Output 1.3:ย Ghanaian capacity to provide social assistance to the most vulnerable migrants is strengthened.
To establish a robust foundation for the program, the current Terms of Reference (ToRs) are developed to frame a baseline assessment to evaluate key indicators, providing critical insights to guide implementation and ensure measurable progress.
Baseline Assessment Purpose
The overall purpose of this baseline assessment is to establish the pre-intervention conditions by collecting quantitative and qualitative data on critical indicators to guide program priorities, refine targets, and shape the projectโs logical framework. It will also provide a comprehensive understanding of Ghanaโs migration governance framework, data management systems, and social assistance mechanisms. Specifically,ย the baseline assessment will seek to:
Overall, the baseline is expected to yield critical evidence to inform the project planning as it is expected, reveal areas where intervention will be most needed. More specifically, the baseline values will help to recast the targets and complete the logical framework and the Monitoring and Evaluation system of the project. While upholding accountability, the baseline is also expected to guide the mid-term review and final evaluation to determine the change the programme is making and, ultimately, to recognize and celebrate success when it comes, recognize and learn from failure when it happens.
Geographical scope:ย The baseline survey will focus on Ghana, specifically Accra and migration-prone areas including Ahafo, Bono, Bono East, Ashanti, Greater Accra, Upper West, and Upper East.ย
Timeframe scope:ย The baseline will focus on conditions prior to the start date (December 1, 2024). It will analyze historical and current data related to migration governance, stakeholder capacities, and social assistance mechanisms, up to the time of baseline data collection.
It will cover indicators for which baseline values are currently missing, as outlined in the projectโs logical framework (annex 1) with a focus on the following areas:
Institutional framework (including IOMโs Strategic Results Framework -SRF- relevant to this project) and policy dialogue on migration governance. Data collection, management, and dissemination practices related to migration and forced displacement. Social assistance mechanisms for vulnerable migrants, including protection, mental health, and psychosocial support (MHPSS). Stakeholder analysis, including government agencies, civil society organizations, and community-based organizations. Analyzing the gender dimensions of migration and social assistance to ensure project activities promote gender equality and address the needs of diverse beneficiaries.Identification of key challenges and opportunities in migration governance and social assistance

Roles and responsibilities of the baseline assessment consultant
The selected external consultant will be responsible for coordinating the assessment process in close consultation with the Baseline Assessment Management team and is expected to undertake the following specific tasks:
Review key project documents to understand programme context, intent, design, desired short, medium- and long-term goal. Design appropriate overall baseline study protocol that clearly articulate the overall approach to the assignment and methodology and timelines for key activities. The protocol should also include data collection instruments Manage and oversee the data collection, processing and cleaning. Field tests the data collection instruments before use. Prepare data for analysis: coding, encoding, etc. to ensure data is disaggregated accordingly in line with key indicator features. Produce the draft baseline assessment report according to appropriate structure provided. Incorporate feedback/comments from management unit and prepare final report. The final report must include an indicator matrix that reflect all relevant indicator as well as all data collection instruments as such will be used for repeated measurement when measuring programme achievement either at mid-term or towards the end of the project. ย Performance indicators for the evaluation of results ยThe assignment is expected to be completed within two months from the commencement date. It is provisionally scheduled to take place from 10 February 2025 to 9 Aprilย 2025. Specific deliverables:
Inception report: The inception report should include a detailed description of the approach to the assignment and must comprise the methodology, the baseline indicator matrix and sample instruments as well as timelines of key activities.ย The Baseline Indicator Matrix will demonstrate the consultantโs understanding of the ToR and indicators and outline data collection and analysis plans. Study Protocol, to include all the data collection tools that will be used, the data collection schedule, and all areas that the consultant requires support. PowerPoint Presentation,ย summarizing the key findings in a systematic way, to be presented as preliminary findings to the programme steering committee, and solicit their feedback. Draft Baseline Assessment Reportย that follows the report structure provided above summarizing all the findings from the primary and secondary data.ย Final Baseline Assessment Report will be produced, incorporating feedback from the stakeholder workshop and comments from programme key stakeholders including the donor. The final report should include the following as annex: An indicator matrix with baseline scores/rating Final baseline study protocol with field-tested tools Electronic copies of raw qualitative and quantitative data files 2-page baseline assessment brief summarizing key findings and conclusions ready to be shared with stakeholders.ยAll deliverables are to be written in English and meet good language standards. The final report should meet the standards laid out in the UNEG Quality Checklist for Evaluation Reports and comply with IOM internal guidelines.ย
Education A minimum of masterโs degree in evaluation, social research methods, development studies and related disciplines Experience More than 7 yearsโ experience working in the field of research, M&E and conducting baseline assessment. Skills Good and balanced understanding of qualitative, quantitative and mixed methods. Proven experience in conducting baseline assessments, evaluations, or research studies in migration or related areas. Strong knowledge of migration governance, data management, and social assistance mechanisms. Excellent analytical, writing, and presentation skills Languages ย IOMโs official languages are English, French and Spanish.
