Purpose of the consultancy
The Climate Change and Health (CC&H) consultant will primarily provide support to a WHO implemented Green Climate Fund (GCF) Readiness climate and health project in the Republic of Marshall Islands, specifically supporting climate vulnerability and adaptation (V&A) assessments in health care facilities (HCFs) and communities; leading a health adaptation policy gap analysis; leading a desk-based national climate change and health V&A assessment; as well as planning / facilitation of a โbest practicesโ final project workshop, all in close coordination with the WHO and the Republic of Marshall Islands Ministry of Health and Human Services (MoHHS).
In addition, the consultant will provide Pacific wide regional technical support to WHO country project teams on HCF, community, and national level climate change and health V&A and Health National Adaption Plan (HNAP) strategies and approaches.
Background
The Pacific Climate Change and Environment (PCE) unit of the WHO Division of Pacific Technical Support (DPS) based in Suva, Fiji, is working with partners to support Pacific governmentsโ efforts to strengthen climate resiliency and respond to the health impacts of climate change. Together WHO, partners and countries are strengthening the building blocks of health systems and facilities through the following projects across the Pacific:ย
Korea International Cooperation Agency (KOICA)-funded project on Strengthening Health Adaptation Project: Responding to Climate Change in Fiji (KOICA SHAPE) Korea International Cooperation Agency (KOICA)-funded project on Making Health Adaptation for the Future Resilient Islands โ Kiribati Outer Islands Climate Health Action (KOICA Te- MaMAURI) Global Environment Facility (GEF)-funded project on Building Resilience of Health Systems in Pacific Island LDCs to Climate Change Green Climate Fund (GCF)-funded project on Enhancing the resilience of health systems to climate change and emerging pandemics in the Republic of the Marshall Islands Australian Government Department of Health, Disability and Ageing -funded project on Pacific Climate and Health Policy Action, with a Pacific wide focus.
These projects are designed to strengthen climate change adaptation and protect population health from the health impacts of climate change, and all have components that cover a combination of Health Care Facility (HCF) Vulnerability and Adaptation Assessments (V&As), community V&As, national V&As and Health National Adaptation Plan (HNAP) development, which this consultancy will provide technical support to WHO country teams for delivering.
Specifically, under the Green Climate Fund Readiness Project - Enhancing the Resilience of Health Systems to Climate Change and Emerging Pandemics in the Republic of Marshall Islands, the consultancy supports the following:
Support the roll-out of the CHIVA-HCF and community tools on selected 2-3 islands/atolls covering 6-10 HCFs and 4-6 communities, including analysing data and writing the final report, as well as provide technical input into the CHIVA โ communities tool and implementation Complete the Climate Change and Health Policy and Revised Action Plan (NCCHP-RAP) Implementation Gap Analysis. Lead the drafting of a national CCH V&A utilizing existing secondary data sources, and integrating CHIVA findings, with a focus Majuro and Ebeye. Lead the planning and facilitation of a โbest practicesโ workshop to share lessons learned from the overall project, support the prioritization of health adaptation solutions utilizing assessment findings, and strategize for future climate change and health financing.

Pacific Wide Outputs and Deliverables
Output 1 โ Provide Pacific Region Wide Support to Countries on Climate and Health Assessments and Policy
Deliverable 1.1: Through desk review and consultation with WHO offices, undertake a rapid review of the various completed and ongoing HCF/community/national V&A and HNAP processes being undertaken with support from WHO in the Pacific. Submit a report/presentation with findings and recommendations for streamlining/standardising/integrating strategies and approaches for V&As and HNAPs in the region, by 30th September 2026
Deliverable 1.2: Building on Deliverable 1.1, deliver an online knowledge exchange session/workshop on V&As and HNAPs for WHO country teams by 30th November 2026
Deliverable 1.3: Based on the recommendations under Deliverable 1.1, provide ongoing desk-based support via calls and email to WHO country project teams that are in the process of planning for and undertaking V&As and HNAP processes.ย
Support may indicatively include support to streamline/integrate/standardise assessment tools; developing assessment plans; supporting assessment data analysis; identifying data sources for national level V&As and advising on strategies for integrating data into a coherent national level V&A; reviewing and supporting the preparation of V&A reports including supporting the identification of suitable adaptation options; reviewing HNAP drafts etc.ยDeliverable 1.4: Develop a concept note proposal containing at least two different country options for undertaking a national V&A and/or HNAP process by 31st March 2026
GCF Marshall Islands Specific Outputs and Deliverables
Output 2: Support the implementation of the CHIVA tool in healthcare facilities and communities in selected atolls.ย
Deliverable 2.1: Review collected data and draft reports and finalise pilot HCF assessment reports for Ebeye, Arno and Majuro by 31st October 2025
Deliverable 2.2: Develop and roll-out of the CHIVA HCF and Community tools to additional atolls, including assessment protocols and approach by 31st December 2025
Deliverable 2.3: Finalize HCF and community assessment reports and prepare an overarching briefing document/presentation on the CHIVA HCF and Community findings from selected atolls by 31st January 2026.
Output 3: Finalized National Climate Change and Health Vulnerability and Adaptation (CCH V&A) report.ย
Deliverable 3.1: Produce a National CCH V&A report, utilizing existing secondary data, integrating findings from assessments completed under Output 2, and findings from consultations with stakeholders by 31st January 2026
Output 4: Complete the Climate Change and Health Policy and Revised Action Plan (NCCHP-RAP) Implementation Gap Analysis
Deliverable 4.1: Finalise the Climate Change and Health Policy and Revised Action Plan (NCCHP-RAP) Implementation Gap Analysis and produce a report and presentation slide deck to present the findings by 28th February 2026.
Output 5: Support the planning and facilitation of a โbest practicesโ workshop, in coordination with WHO and MoHHS teams in Majuro, RMI, tentatively scheduled for March 2026.ย
Deliverable 5.1: Finalized detailed workshop agenda, presentations, and facilitation materials in consultation with WHO and MoHHS by 28th February 2026.
Deliverable 5.2: Facilitate best practices workshop, and finalize a workshop report, including approach, presentation materials, and next steps, in consultation with WHO and MoHHS by 31st March 2026.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced degree/masterโs degree in environmental health, disease surveillance, epidemiology, or environmental / climate change-related university degree.
Experience:
Essential:
At least eight years of working experience in public health sector, environmental health, and/or climate change fields; Experience conducting climate change and health assessments, working closely with governmental and partner organizations; and Experience developing and conducting capacity building sessions.Desirable:
Experience working with Pacific Island communities. Providing help-desk type advisory services. Experience of climate or health policy analysis.Skills/Technical skills and knowledge:
Essentials:
Understanding of climate change and health impacts and adaptation options. Using Microsoft office and/or other presentation and training tools. Undertaking field assessments using tablets and software. Data analysis and synthesis, report writing and presentation skills. Workshop facilitation, for capacity building and knowledge exchange.Desirable:
Knowledge specific to climate change and health impact and related adaptation options in the context of Pacific Island countries. Concept note and proposal writing.Languages:
Expert knowledge of spoken and written English is essential.
Location:
Off site: Home-based with two travels to Republic of Marshall Islands.
Travel:
The consultant is expected to travel to Republic of Marshall Islands, twice, for up to 6 weeks in total, with one longer period of 4 weeks anticipated around Oct-Dec 2025 to undertake field assessments and stakeholder engagement, and a shorter period of up to two weeks in March 2026 to deliver the best practices workshop.
Remuneration and budget (travel costs are excluded):
Remuneration:ย Payband level B (USD350 - 499 daily)
Expected Duration: Part-time consultancy equivalent to 100 working days over 8 months period.
