Nature of the consultancy:
The purpose of the baseline study is to provide an overview of the Fayoum Secondary School for Hotel and Tourism Services current status (on the objective and outcome levels), establish a baseline, inform and validate specific targets, while also assessing the alignment of the schoolโs offerings with the requirements of the tourism sector in terms of occupations and facilities.ย The baseline study will serve as a foundation for monitoring and evaluating the effectiveness of project interventions.ย
ย Project Context and Scope ยEgyptians who migrate abroad are influenced primarily by economic factors and the search for decent employment. The Government of Egypt (GOE) has implemented an inclusive economic development strategy aimed at generating jobs in vulnerable communities, particularly those at risk of irregular migration, such as Fayoum Governorate. These national efforts target reducing unemployment and upgrading labor market capacity to absorb new entrants, addressing economic challenges that often drive irregular youth migration. ย
Funded by the Italian Agency for Development Cooperation (AICS), the PLAY project aims to address irregular migration among Egyptian youth by offering positive alternatives to irregular movements through enhanced employment opportunities in the tourism sector, aligning with the first and seventh pillars of Egyptโs Sustainable Development Strategy (SDS) 2030, which focus on Economic Development and Education & Training. By equipping youths with market-relevant skills and creating opportunities in tourism, the project seeks to reduce irregular migration, enhance employability, and offer sustainable career paths. Targeting Fayoum Secondary School Hotel and Tourism Services, the project supports its transition to the Applied Technology School (ATS) model through revising the schoolโs curriculum, renovating its infrastructure, and enhancing its management system to ensure students have access to employment opportunities to thrive in the tourism sector both in Egypt and abroad.ย
The projectโs overall objective is to Contribute to curbing irregular migration of Egyptian youth by providing positive alternatives in the tourism sector.ย
The projectโs main objective will be achieved through two main outcomes:ย ย
Outcome 1: Egyptian youth demonstrate enhanced employability in the Tourism sector.ย ย
Output 1.1: Fayoum School is refurbished in terms of facility infrastructure.ย
Output 1.2: Curriculum on sustainable tourism is upgraded and rolled out in the Fayoum schoolย according toย the ATS model.ย
Outcome 2: Increased job placement of Egyptian youth in the Tourism sector.ย
Output 2.1: Job placement and training opportunities for students in the tourism sector areย
provided, in Egypt and/or abroad (if applicable).ย
Scope of workย
The baseline study will focus on assessing the status of the projectโs results framework indicators at both the objective and outcome levels, and establish baseline data for the following:ย
ย Assess the Current Status of Fayoum Secondary School (Students, teachers and curriculum):ย ย
ย Students' skills and outcomes: Establish baseline data on the students' perception on regular forms of migration and alternative positive routes. Additionally, review their current skills and outcomes including employability rates, career paths, and success stories, to assess the current effectiveness of the school in preparing students for the workforce.ย
Teaching staff capacity: Review the current qualifications and skills of current teaching staff, identifying gaps in their training that need to be addressed for effective implementation of the ATS model.ย
Curriculum: Establish a baseline on the existing curriculum including technology and relevant resources available to students, ensuring alignment with the ATS model and industry standards in tourism.ย
Identifying opportunities and partnerships :
Industry skills demand: Identify key occupations, skills and competencies required by employers in the tourism sector in Egypt generally and in Fayoum governorate specifically.ย
Baseline Questions
The baseline study will specifically aim to address the following questions in response to the results framework indicators:ย
1)What is the current perception among Fayoum school students about regular migration? What's their current level of awareness about alternative migration routes?ย ย
2)What technical and interpersonal skills do students currently possess; how can these competencies be improved to meet industry demands?ย
3)To what extent does the current curriculum of the Fayoum Secondary School Hotel and Tourism Services reflect the latest trends, skills, and technological advancements required in the tourism and hospitality industry?ย
4)What is the current rate of employment or apprenticeship completion among the current young graduates of the Fayoum School?ย
In addition to tracking various indicators outlined in the results framework, the baseline study also seeks to evaluate the following aspects to help guide the transformation of the Fayoum School:ย ย
5)What technical and interpersonal skills do teachers currently possess?ย
6)What are the current key occupations/skills required by the labor market in the tourism sector?ย
The consultant shall use a variety of methods for data collection, including:ย
- Informant Interviews and focus group discussions with school administrators, average of 10-15 teachers, average of 10 employers/business owners and relevant stakeholders (Government and ministry staff) to gather qualitative insights into the current state and needs of the school.ย ย
-Surveys for an average of 100-150 students to capture quantitative data and gauge their perspectives on current migration perceptions, gaps and opportunities.ย
-Desk reviews of relevant existing reports, curriculum documents, and tourism sector labor market studies.ย

Tasks to be performed under this contractยCategory B Consultant hired to deliver a final report on a three-instalment payment basis:
First deliverable:ย 3-5 pages Inception report. This document outlines the approach, steps, methodology, timeline, accompanied by data collection tools.ย -ย May 2025.Second deliverable: Draft baseline study report detailing the findings from the data collection and analysis, including the study of the current school status. This report should also include initial recommendations and the transition action plan to the ATS model.ย -ย June 2025.Third deliverable: Brief Presentation to project team and relevant partners to validate findings.ย -ย July 2025.Final deliverable: A comprehensive final report detailing the findings of the study by July 2025. Education and Experience Minimum of 7 years of professional experience in Monitoring & Evaluation with a focus on vocational education, preferably including experience in developing baseline studies.ย Proven Experience in working with educational institutions and stakeholders in Egypt, preferably in the tourism and hospitality sector.ย Strong understanding and Knowledge of the Egyptian education system, particularly in vocational training and applied technology education.ย ย Data Analysis and Reporting: Ability to analyze data, identify trends, and generate actionable insights.ย Excellent research, analytical, and report writing skills.ย Fluency in English and Arabic.ย ย Languages Fluency in English and Arabic.ย IOMโs official languages are English, French and Spanish.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.ย Travel requiredThe consultant will be required to travel to Fayoum on a regular basis to implement this assignment.
