DUTIES AND RESPONSIBILITIES
Under the supervision of the WMO Project Officer (RAM Office) and in coordination with the WMO relevant technical units and the ENANDES project team, the consultant will carry out the following tasks to support the participating countries of the ENANDES and ENANDES PLUS projects (Chile, Colombia, Peru, Bolivia, Argentina, and Ecuador) in the effective implementation of the relevant project activities.
1. Conduct a comprehensive global review of existing (operational) climate information and services platforms for sectoral applications, with a focus on the energy sector and WEFE nexus, and analyse them to identify best practices and gaps.
2. Define the scope, objectives, methodological framework, and technical and functional requirements of an Operational Climate Services Toolkit (CST) for Energy Services and WEFE nexus, aligned with the WMO Global Framework on Climate Services (GFCS) and informed by consultations with participating NMHSs and energy system operators.
3. Design the architecture and technical specifications of an open-access, modular, integrated, and scalable operational CST for energy and nexus, covering all components of full value chain of climate services under GFCS, including data management, analytical tools, visualization and decision-support interfaces, and capacity development components.
4. Validate and consolidate the developed CST concept with national experts from participating NMHSs and the WMO expert community, and prepare a final report with recommendations for implementation and scaling.
5. Develop a demonstration (proof-of-concept) version of the designed CST in close collaboration with the International Centre for the Research of the El Niño Phenomenon (CIIFEN), an ENANDES project partner, leveraging its IT development expertise for coding and system implementation, with a view to enabling future pilot deployment and scaling. QUALIFICATIONS
Education
PhD (or equivalent advanced university degree) in applied meteorology, Climate services for renewable energy, environmental sciences, or a closely related discipline.
Experience
- A minimum of 8 years of relevant experience in climate information, science, and services applied to the energy sector and the water-energy-food-ecosystem nexus.
- Demonstrated experience in conducting strategic and technical studies on climate services and climate-informed decision-support systems for the energy sector and WEFE nexus, including literature reviews, gap analyses, roadmap development, and the preparation of technical reports and scientific publications.
- Proven experience working with National Meteorological and Hydrological Services (NMHSs) on climate services for sectoral applications, particularly in the energy sector and in South America.
Other requirements
Knowledge and Skills
- In-depth technical knowledge of open-source tools and codes for climate data analysis and service development, with demonstrated ability to design modular, scalable and reproducible workflows for weather and climate services for sectoral applications, particularly energy services.
- In-depth knowledge of WMO tools and services related to weather, water and climate information and services, including the WMO Global Framework for Climate Services (GFCS).
- Proven ability to synthesize complex technical information into clear technical reports, conceptual frameworks and implementation roadmaps for diverse technical and non-technical audiences.
Languages
Excellent analytical, writing and communication skills of English and Spanish. Knowledge of other official languages of WMO would be an advantage.
