DUTIES AND RESPONSIBILITIES
The World Meteorological Organization (WMO) is preparing its application for accreditation to the Green Climate Fund (GCF) under the newly adopted GCF accreditation framework. Accreditation will allow WMO to directly access and manage climate finance to strengthen weather, climate, water services of its Members.
The GCF accreditation process requires evidence-based demonstration of an institutionโs fiduciary systems, environmental and social safeguards (ESS), gender policies, governance arrangements, and technical capacities. To ensure that WMOโs application fully meets GCF requirements โ both in substance and format โ and to accelerate the submission process, WMO seeks to engage an experienced consultant with a proven track record in GCF accreditation.
The purpose of this assignment is to provide technical and procedural support to WMO in preparing, finalizing, and submitting a complete, high-quality accreditation application under the new GCF accreditation framework, and to assist WMO in responding to GCF queried throughout the review process.
The consultancy will engage in the following activities:
1. Review of the Accreditation Application
- Support WMO in preparing all required documentation for the GCF Online Accreditation System, ensuring accuracy, completeness, and proper language and formatting.
- Draft, revise, and strengthen narrative sections, ensuring alignment with GCF standards, terminology, and expectations.
- Ensure consistency and quality control across all application materials.
2. Coordination
- Maintain close coordination with WMO focal points to collect and reconcile relevant evidence and documentation.
- Provide rapid technical support and prompt responses to internal requests for clarification.
- Deliver regular progress updated and participate in scheduled coordination meetings.
3. Support for GCF Review rounds
- Assist WMO in preparing timely, high-quality responses to GCF Secretariat queries during the accreditation review.
- Support the preparation of any additional documentation or clarifications requested by the GCF. QUALIFICATIONS
Education
Advanced university degree (Masterโs or equivalent) in international development, climate finance, public administration, or related field.
Experience
Minimum of 5 years of relevant experience with climate finance institutions. Proven experience supporting institutions through GCF accreditation processes, preferably for the United Nations System. Demonstrated experience drafting and improving institutional policies related to fiduciary standards, environmental and social safeguards, gender, and governance
Other requirements
Knowledge & Skills:
- Strong understanding of GCF accreditation criteria, policies, and documentation requirements.
- Excellent writing skills and ability to prepare high-quality documents aligned with GCF formats.
- Strong analytical and coordination skills with the ability to work efficiently under tight timelines.
Availability during the proposed period:
- Ability to respond quickly to urgent requests and provide fast turnaround on document reviews.
Languages
Excellent knowledge of English (oral and written). Knowledge of other official languages of the Organization would be an advantage.
