About the project:
Save the Children is a global organisation working in over 120 countries to ensure every child survives, learns, and is protected. In the Pacific, Save the Children Australia operates in Papua New Guinea, Solomon Islands, Vanuatu, and Tonga, partnering with communities and governments across health, education, child protection, disaster preparedness, and climate change adaptation.
Climate change is one of the greatest threats to childrenโs rights, disrupting education through disasters, local hazards, and displacement, as well as indirect effects such as food insecurity, disease burdens and heatwaves. However, evidence on the linkages between climate change and childrenโs access to education in the Pacific remains limited. To strengthen this evidence base and inform future programming in Pacific/Melanesian countries, Save the Children is commissioning an applied study on the impact of climate hazards on childrenโs access to education in the region, with a focus on Papua New Guinea, Solomon Islands and Vanuatu.

Save the Children is seeking a consultancy team to conduct a mixed-methods applied study on the impact of climate hazards on childrenโs access to education in the Pacific, with a focus on the study locations of Papua New Guinea, Solomon Islands and Vanuatu.
In this consulting assignment you will:
ยท Develop a detailed inception report, including literature review and data collection tools.
ยท Recruit (if relevant), train and manage field level enumerators.
ยท Conduct and oversee quality data collection activities.
ยท Translate, clean and analyse data collected.
ยท Produce a final study report and associated knowledge products, in line with Save the Children quality requirements.

This consultancy requires demonstrated skills, expertise and experience in:
ยท Advanced research expertise in education, climate change, or other related fields.
ยท Conducting quantitative and qualitative research, ideally on education and/or climate change.
ยท Conducting studies within the Pacific region, preferably in Melanesia, with evidence of networks/ previous engagement of local study partners.
ยท Conducting ethical and inclusive studies involving children, marginalised, deprived and/or vulnerable groups in culturally appropriate and sensitive ways.
ยท Strong written and verbal skills in communicating technical and/ or complex findings to non-specialist audiences (especially report writing and presentation skills).

ยท Experience and track record of conducting similar studies. This should also include key personnel and their role(s), how the team will be managed, and the team's ability to commit the skills and resources to the study over the period.
ยท A financial proposal in AUD that should include personnel allocation (role / number of days / daily rates / taxes), as well as all other applicable costs to undertake the study (i.e. travel, support costs).
ยท Sample report/study authored by the consultant(s).
