Nature of the consultancy
The nature of the Construction Oversight and Coordination Expert consultancy is related to expertise in the coordination of a turnkey repair and refurbishment works at the new premises of the Center for Employment Abroad (CEA) of the Ministry of Labour, Social Provision and Migration (MLSPM) of the Kyrgyz Republic in Osh city which will serve as the Pre-departure Orientation and Reintegration Center for Migrants in Osh (hereinafter the Center). Effective coordination is essential to ensure the success of the project in terms of quality, time, and budget, and to minimize risks and disruptions.
Under the general supervision of the head of the office of IOM Kyrgyzstan and the direct supervision of the project manager, the consultant is responsible for establishing a structured framework for the management and coordination of turnkey repair and refurbishment works in the Center, specifically to facilitate effective communication and information sharing throughout the processes among stakeholders (CEA of MLSMP and IOM), oversight of construction works, supervision of the technical civil engineer and contractors, and to ensure timely completion of works within budget and to the agreed specifications, as well as to manage and mitigate risks associated with repair and refurbishment activities in the Center.
This activity is in line with the request of the CEA and the Concept of Migration Policy of the Kyrgyz Republic for 2021-2030.
Project Context and Scope
In 2022 IOM started implementation of the regional โLabour Migration Programme โ Central Asiaโ funded by the Swiss Agency for Development and Cooperation (SDC) with an overall goal to assist the governments in Central Asia to enhance labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.

Category B Consultants: Tangible and measurable outputs of the work assignment
Deliverables:
- In coordination with IOM, MLSPM, CEA and the technical civil engineer develop a detailed plan and schedule for the repair works including identification of milestones and critical items and support the civil engineer in developing and reviewing Bill of Quantities (BoQ), technical specifications, and cost estimates. Deliverable to be completed and reported to IOM by โ 10 October 2025 (15%);
- Develop ToR for the construction companies and provide detailed list of potential tender participants to carry out turnkey repair and refurbishment works at the new premises of CEA in Osh city. ย Deliverable to be completed and reported to IOM by โ 10 November 2025 (15%);ย
- Oversee the repair works on site in coordination with IOM, MLSPM, CEA and the civil engineer and alongside with ensuring regular monitoring and reporting on repair works progress, quality, and cost control. Deliverable to be completed and reported to IOM by โ 27 February 2026 (15%);
- Facilitate preparation and signing of handover documents and acceptance certificates. Deliverable to be completed and reported to IOM by โ 31 March 2026 (15%);
- Post-repair monitoring. Deliverable to be completed and reported to IOM by โ 10 May 2026 (15%);
- Submission of final report. Deliverable to be completed and reported to IOM by โ 10 June 2026 (25%).
Performance indicators for the evaluation of results
- A detailed plan and schedule of repair works, including milestones and critical path items, is submitted and approved by IOM, MLSPM, CEA.ย
- Tender documents for the construction company are developed and endorsed by IOM, MLSPM, CEA.ย
- A detailed report on progress of repair works on the site is submitted and verified by IOM and the CEA.ย
- A report confirming the smooth handover of works is submitted and endorsed by IOM and the CEA.ย
- A detailed report on post-repair monitoring is submitted and verified by IOM and the CEA.
- A comprehensive final report summarizing all activities and results is submitted and accepted by IOM.ย

- Good knowledge of the focus areas indicated in the TOR;
- Familiarity with IOMโs mandate. Languages
- Good command of oral and written Russian and English.ย IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
