Aim of the Missionย
The aim of the mission is to support the community protection capacity as part of the shifts envisioned by the 2025 Protection Strategy in the Field Office in Kharkiv and drive the localization approach.ย
Mission OBJECTIVES
The following are the mission objectives:ย
- Support the implementation of the localization-driven shifts envisaged by the 2025 Protection Strategy with a particular focus on the hromada/community-level systems and community-based protection systems strengthening.ย
- Develop the capacity of the national workforce in the Kharkiv office through technical trainings, mentoring and coaching and empowerment.ย
- To enhance the protection capacity of national partners, as well as of operational partners through the Cluster system, in the Kharkiv area of responsibility of the UNHCR office.ย
Responsibilities
Under the supervision of the Head of Office and with guidance from the Country Office/Protection Unit, the Protection officer will:
- Support the Head of Office in the area of responsibility for protection and CCCM in the Kharkiv office with the implementation of the 2025 Protection Strategy.
- Focus on the implementation of the localization approach of the 2025 Protection Strategy with a focus on state systems at hromada/community-level and community-based protection systems.ย
- Work closely with the protection and CCCM team in the Kharkiv office and build their capacity through day-to-day mentoring and coaching.
- Jointly with the national workforce, accompany, guide and advise protection and CCCM partners in the roll out of the 2025 programming and alignment with the 2025 protection strategy.
- Develop and roll out a training curriculum for the area of operation of the Kharkiv office that is tailored to the needs of the national workforce and partner staff in the oblast, in close collaboration with the CO Protection.ย
- Jointly with the national workforce, engage with the UNHCR-led Clusters and the ICCG in the Kharkiv Oblast and provide protection advise and training to effectively mainstream protection in the overall response.ย
PROFILE
Experience
- Demonstrated experience in protection programming and implementation in humanitarian and development contexts through community-based and other localization approaches
- Familiarity working in the IASC Cluster system and with Government coordination mechanisms, in particular at local levels
Essential requirements
Legal background & solid knowledge of human rights and international humanitarian law, and relevant protection policies and tools (IASC and UNHCR ones) Strong command in English - spoken and writtenPersonal Characteristics
