On 24 February 2022, the military of the Russian Federation invaded Ukraine, with strikes across the territory of Ukraine. Since then, Russiaโs invasion imposes a severe humanitarian and socio-economic toll, global energy and food crisis, large-scale destruction of the country's infrastructure, and disruptions in the provision of critical services and degradation of social fabrics and communitiesโ ties, triggering one of the worldโs most significant forced displacements.
Severe attacks on energy and critical infrastructure facilities leave millions of people without electricity, water or heating supply, struggling to access water, food, health services, materials to repair homes, among others. The continued attacks cause substantial damage to the countryโs economy and agricultural production, and also affect the poorest countries worldwide.
UNOPS support to partners spans the humanitarian-development nexus from emergency response to building back better, across the housing, health, education, transport, energy and mine action sectors, through infrastructure, procurement and technical assistance / project management interventions, with the ultimate aim of supporting the country on its EU accession and in its achievement of the Sustainable Development Goals
In Moldova, UNOPSโ portfolio is growing. A major infrastructure project is under implementation, helping the Government of Moldova to improve conditions in the penitentiary system. This is also part of the countryโs EU integration agenda.
In Poland, UNOPSโ work is centered around the aim of increasing private sector engagement with the United Nations. To this end, two offices are about to be established in Warsaw and Rzeszรณw.
With a dynamic project portfolio in Ukraine, which includes procurement, infrastructure (construction), and mine action activities, and a growing presence in Moldova and Poland, UNOPS seeks to extend its Communications team at the Ukraine MCO to be able to provide good-quality coverage of its work and keep strengthening its image with key audiences.
Under the supervision of the Communications Officer, the Communications Senior Associate will take on various tasks related to promoting UNOPS activities to internal and external audiences. They will be broadly guided by the UNOPS Ukraine MCO Communication Strategy, as well as the communication goals and objectives of individual projects. A high degree of autonomy is expected of the Communications Senior Associate.

Functions/Key Results Expected
Communications Reporting/Knowledge Management Partnership Development Support 1. Communications: Act as one of the UAMCO Communications Focal Points. Support projects in planning and implementing communication activities. As decided in consultation with relevant decision-makers, the Communications Senior Associate may take on the role of UNOPS representative for the purposes of media relations. Contribute to developing and implementing the Office-wide communications strategy and work plan for UAMCO under the leadership of the Communications Officer. Manage UAMCOโs social media accounts, ensuring regular updates and monitoring relevant posts and activities by key partners, including donors. Coordinate inputs from different units and partners to produce communication products for internal and external use, including ad-hoc ones. Support the development and facilitation of in-house communication training for UAMCO personnel and partners. Develop and maintain web content, including press releases and feature articles, for relevant UNOPS extra-/intranet pages and social media. Prepare and issue UAMCO internal newsletters. Ensure that all UNOPS communication guidelines are consistently applied across all UAMCO communication activities and outputs. 2. Reporting/Knowledge Management Produce and keep up-to-date communication materials and a photo/video library. Contribute to communication outputs to share information about UAMCO-funded projects and results achieved in liaison with relevant teams. Suggest/write stories and topics from the work of UAMCO and its partners for publication in local and other appropriate media. Share publications, information and knowledge with colleagues and partners. Prepare communication materials as required for events, mission travel and/or discussion with partners. 3. Partnership Development Support the coordination and participation in meetings with donors and partners and produce high-quality meeting minutes and action-oriented summaries. Conduct country-specific research and analysis on donor and partner focus areas, funding cycles, and processes and identify opportunities for UAMCO project development. 4. Support/Other duties: Support the participation and/or representation of the UAMCO Communications team at events and technical meetings as required. Other duties assigned by the supervisor. Impact of Results:The effective and successful achievement of results by the Administration Associate directly affect the overall efficiency of the individual teamโs provision of administrative services, impacting the officeโs capacity to efficiently and effectively service the operational needs of the office/programme. This enhances UNOPSโ competitive position as a partner of choice in sustainable development and project services in the country/region served.

Education: A Bachelorโs Degree in Journalism, Communications, Media, Social Studies, International relations, or any related field with 3 years of relevant experience is required. OR Completion of secondary school with 7 years of relevant experience is required. Experience: A minimum of three (3) years of relevant experience working in the communications field is required. Experience working in the fields of international development or humanitarian aid is highly preferred. Experience in social media management is an asset. Experience in graphic design (either working as a graphic designer or managing graphic design) is an asset. Experience managing photography and videography is an asset. Excellent interpersonal communication skills and good attention to detail are highly preferred. Excellent planning and coordination skills are desired. Experience in the use of Google Suite applications is an advantage Language: Fluency in English and Ukrainian (read, write and speak) is required A working knowledge of Romanian or Polish is an asset. For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS.
