    ORGANIZATIONAL CONTEXT

    Madagascar is a low-income country with an estimated population of 26 million. Located in the southwest Indian Ocean, separated from the southeast coast of Africa by the Mozambique Channel, Madagascar has recorded 75 natural disasters cumulatively affecting more than 17 million people over the past 40 years (1.9 cyclone per year on average) and causing damage estimated at over 1 billion USD. The World Food Programme (WFP) Madagascar has been working to address these issues through emergency food assistance, resilience building, nutrition support, and school feeding programs, among others. WFP Madagascar Country Strategic Plan (CSP) aims to promote an integrated, shock-responsive social protection system for ensuring that vulnerable populations have access to nutritious food before, during and after crises. Through technical support and strengthen capacity of the Government will be able to leverage social protection instruments in order to support an effective national emergency preparedness and response system.

    WFP Madagascar received a government request for support on the Roads Infrastructure rehabilitation, that need to be improved to enhance food security along three different districts, namely Midongy, Ikongo and Befotaka.

    Hence, WFP Madagascar wants to step-up its effort in Emergency Preparedness, as lead agency for Humanitarian Logistic Response, leveraging on the previous work carried in term of capacity strengthening effort to the Malagasy Government (BNGRC). For this reason, WFP Madagascar is seeking to implement a Logistic Emergency Preparedness Humanitarian Hub to cover areas highly susceptible to flood and cyclone risks in the Southeast Region

    Within delegated authority of the WFP Lead Engineer, the Site Engineer will be primarily responsible for all Quantity Survey Services and Supervision during all phases of construction/engineering projects. In liaison with the project teams, responsibilities ranging from project initiation, pre-contract documentation, contract management and any necessary support pertaining to CO & LO construction/engineering Projects with WFP Madagascar (based on the need), hereunder collectively, referred to as โ€œProjectsโ€.


    THE ROLE: The Site Engineer shall report directly to the WFP Lead Engineer and ultimately to the Head of Supply Chain and to the Head of Field Offices/Project Managers (for respective projects) with the following generic duties:

    KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):

    General Project Duties

    • As delegated by the Lead Engineer; act as WFP construction Engineerโ€™s Representative (ER) and/or Resident Engineer (RE) in construction phase of the project by providing oversight of technical quality, schedules, and budget, as required; Monitor safety performance of construction contractor, address contractual issues, and maintain a comprehensive system of site records related to construction project(s); Conduct site inspections, approval works and reporting

    • Assist in planning and implementation of the project including use of engineering survey equipment and appropriate technology to deliver the project within schedule

    • Oversee compliance to WFP & Construction Manual requirements, guidelines and prevailing industry standards

    • Maintain projects master data base including budgets and schedules for design and construction project, including appropriate documentation to support full project life cycle for audit purposes

    • Based on the need, conduct engineering site assessments of projects and provide technical recommendations for all building and infrastructure issues affecting WFP Madagascar;

    • Perform other related duties as required.
