Project Context and Scope
The Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP), funded by the African Development Bank (AfDB) and implemented by the International Organization for Migration (IOM), aims to improve the livelihoods and resilience of conflict-affected populations in Sudan through an integrated approach to health, education, and water sectors. The project responds to the urgent needs arising from the ongoing conflict, which has led to the destruction of critical social infrastructure and displacement of millions.
SISSIRP will be implemented across four target states โ Aj Jazirah, River Nile, White Nile, and Sennar. The project focuses on rehabilitating and equipping social infrastructure, restoring access to clean water and sanitation, improving healthcare and education facilities.
ย Organizational Department / Unit to which the Consultant is contributing
African Development Bank (AfDB)โfunded Sudan Integrated Social Sector Infrastructure Rehabilitation Project (SISSIRP).ย The consultant will report directly to the Lead Civil Engineer under the overall supervsion of the IOM Program Manager and coordinate closely with the engineering and procurement teams in Khartoum as relevant.
Tasks to be performed under this contractย
- Ensure that all works are conducted in accordance with the terms and conditions of the agreement the construction company signed with IOM, national laws, and building codes.
- Develop detailed design plans for the refurbishment and maintenance, including architectural drawings, engineering calculations, and specifications for materials and finishes.

- Prepare, review, and seek approval of technical designs, (BOQs), and other project documentation to ensure accuracy and feasibility.
- Review contractorโs progress reports as a basis to measure progress and compliance to design specifications and standards (sanitation and safety) and for payment issuance;

- Conduct monitoring visits to assess progress of work and compliance with the schedule and agreement with IOM as well as identify and propose corrective actions if required on a monthly basis.

- Provide progress reports after each monitoring visits to the Project Manager with regards to progress, contractor compliance and adherence to contract specifications on a monthly basis.

- Ensure effective coordination with IOM Project Manager, to deliver regular reports according to the criteria specified, on time, and within budget to the best interests of IOM;

- Provide feedback on the relevant documents submitted by the contractor and allowing space for the IOM Project Manager to monitor at regular intervals to avoid any variations at the end of the process. In this context, the consultant engineer should work in collaboration with the IOM Project Manager to visit the contractor on side on a weekly basis to the work performed and give his/her input. The engineer consultant also needs to submit relevant calculations when required by IOM.ย ย Performance indicators for the evaluation of resultsย
- All relevant bill of quantities (BoQ), technical specifications, drawings (if necessary), and schedule of repair works developed, verified by the Project Officer and submitted to and verified by IOM

- Monthly progress reports submitted on time and approved by the Project Manager
- Written report confirming that the BoQ submitted by the construction companies correspond to the requested services and works submitted to and verified by IOM
- Certificate of Provisional Acceptance of the Works submitted to and verified by IOM
- Certificate of Final Acceptance of the Works submitted to and verified by IOM

- Bachelorโs degree in Civil Engineering, Construction Management, or related field; Masterโs degree is an advantage.Experience
- Minimum of five years of progressively responsible experience in supervision of civil works, including preparation and review of BoQs, cost estimates, and design documentation in line with national standards and codes.
- Experience with international organizations, humanitarian, or development projects preferred.
- Excellent knowledge of construction materials, methods, and safety standards.
- Familiarity with IOM procedures is an advantageSkills
- Strong analytical, communication, and report writing skills.
- Proficiency in AutoCAD, MS Project, and MS Office tools.Languages

- Appointment will be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.

- IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
