We are currently seeking qualified candidates for the position of Chief of Party for the anticipated USAID-funded Senegal Scaling Up Investment in Weather and Climate Information Services in Senegal (WCIS2) activity. This position will be based in Dakar, Senegal, and is contingent upon award.

Project Description

The effects of climate changeโ€” drought, heatwaves, severe storms, warming seas and floodingโ€”continue to pose serious threat to African livelihoods and peoples, especially in low-income countries where ability to cope with severe impacts is limited, causing widespread economic, food and political insecurity. Timely and accurate Weather and Climate Information Services (WCIS) are needed to equip communities, governments and businesses to prepare for and respond to the impacts of climate change.

The Scaling up Investment in Weather and Climate Information Services in Senegalโ€™s goal will be to facilitate the National Agency for Civil Aviation and Meteorologyโ€™s (ANACIM) engagement with the public and private sectors, as well as user communities to co-produce,

translate, transfer and use free and fee-based WCI products and services in Senegal. While USAID/Senegal is supportive of private sector WCIS development, USAID/Senegal aims to ensure that WCIS is developed in an equitable way that delivers timely, accurate, tailored

and localized information to stakeholders and does not simply prioritize those who can pay.

Position Description

The Chief of Party (COP) is responsible for providing overall leadership, management oversight, and technical direction for the project, ensuring an integrated vision across components and stakeholders, with a focus on achieving the results defined in the award. The COPโ€™s responsibilities include developing and managing the annual work plan and budgeting process; creating/maintaining an effective project management team; overseeing an effective monitoring and evaluation system; and coordinating activities and sub-grantees to achieve results. This individual will be the primary liaison with the funder (USAID), key stakeholders, and other implementing partners. The COP will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate project adjustments. They will supervise activity implementation and ensure activities meet stated goals and reporting requirements. The COP will have demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines.

Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over work plans and priorities, and encourages effective teamwork.

  • Serves as primary liaison with USAID/Senegal and FHI 360 Regional and Headquarters teams.
  • Responsible for oversight and assurance of high technical, financial and ethical standards across the project; timely submission of quality contracted deliverables; keeping the project within scope (activities, timelines and budgets); and ensuring compliance with relevant donor, host government and FHI 360 policies and protocols.
  • Leads engagement and oversees formal partnerships with host government officials, donor representatives and local partners to achieve project objectives.
  • Establishes project teams and oversees induction of project staff, ensuring their familiarity with policies and project objectives, their individual responsibilities, quality standards and compliance duties.
  • Provides clear leadership to the project team in technical and administrative aspects of the project, facilitating effective internal operations, overseeing the development and implementation of strategies, work plans, staffing, budgets, project targets and milestones, communications and reporting.
  • Ensures clear communications with partners and stakeholders, both in Senegal and globally, about project scope, priorities, accomplishments and lessons to maximize sustainability and impact.

    Minimum Qualifications

    Masterโ€™s degree, preferred, in environmental and earth science, climate sciences, information technology, public administration, international development, or related field from an accredited university;

    • Minimum 10 years of relevant experience implementing development programs (at least eight years at a senior level/DCOP or COP equivalent) required.
    • Demonstrated knowledge of USAID programs, project cycles, project implementation and compliance requirements.
    • Work experience in Africa required, West Africa strongly preferred, Senegal highly desired.
    • Minimum 8 yearsโ€™ experience in relevant technical areas of this projectโ€”weather and climate information services, climate change resiliency and adaptation, climate-smart agriculture, and disaster preparedness, information and communication technologies, โ€”private sector experience desired
    • Demonstrated ability to work in complex environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area.
    • Demonstrated ability in coordination and local partner capacity building activities, including technical and managerial capacities, when appropriate.
    • Oral and written fluency in English and French required; working knowledge of other Senegalese languages preferred.
