FHI 360 seeks a Chief of Party (COP) for an anticipated USAID Kosovo Youth Activity. The project will aim to bolster youthโs economic and civic engagement opportunities; build outreach and accountability skills of youth vulnerable to social exclusion and socio-economic inequalities and empower them to affect positive change in their communities.

Job Responsibilities:
The Chief of Party (COP) will be the primary point of contact with USAID with regards to dayโtoโday activity implementation and management matters relating to the project. The COP will oversee field staff and will report to the FHI 360 Deputy Regional Director with technical oversight from a Technical Director in Washington, DC. The COP will have overall responsibility for success of the project and ensuring that all assistance provided under the award is technically sound and appropriate for the needs to be addressed and for adequately managing and supervising the work of all field staff, longโterm staff, shortโterm staff, consortium partners, and/or subโpartners, as proposed. Other responsibilities will include:
Serve as principle liaison with USAID, other donors, key government officials, and international and local organizations, representing FHI 360 and the project with integrity and effective communications.
Provide technical and strategic leadership to the project and team, applying good management techniques that establish a positive culture and bring a participatory ethos to the work.
Oversee the delivery of project deliverables, including annual workplans, reports, and strategy documents; ensure deliverables occur on time and are implemented within budget.
Ensure contractual compliance, including through coordination and cooperation with FHI 360 technical and oversight departments.
Supervise, manage, and mentor project staff, including accountability for hiring a diverse team with compliant skills for positions.
Represent FHI 360 publicly, including at workshops, events, and in forums.
Develop and oversee partnerships with appropriate national and local stakeholders, including government, private sector, and civil society actors.
Apply a positive youth development (PYD) approach to working with youth; ensure that all project stakeholders apply this same approach.
Keep track of innovations within the field of youth engagement and development programming and apply innovations to project implementation.
Oversee project staff and overall strategies related to project budgeting and financial management; monitoring, evaluation, and learning (MEL); gender and social inclusion (GESI); and communications.
Lead the projectโs senior management team.

Minimum Qualifications:
5+ years of line management experience
Bachelor's Degree (Advanced degree preferred) in international development, political science, business, or a related field.
Minimum 10 years of professional experience leading international development projects, particularly in youth development, democracy and governance, workforce development and/or livelihoods, with preference given to experience in Kosovo or the Balkans.
Knowledge of USAID rules, regulations, policies, and procedures.
Experience strengthening youth inclusion and participation.
Experience recruiting, forming, and successfully managing teams and ensuring the quality of their products.
Knowledge of the political, social, cultural, environmental, and development context of Kosovo preferred.
Demonstrated leadership, versatility, and integrity.
Strong written and verbal communication skills in English required; language skills in Kosovo Albanian highly preferred.
