Setting and ReportingThis position is located in the Division of Sustainable and Inclusive Trade (DSIT) which works to advance ITC's strategic vision to support sustainable and inclusive livelihoods through trade. The division shapes policy, practice, and thinking on how to make trade more inclusive, and to enable small and medium-sized enterprises benefit from sustainable trade. The Green and Inclusive Value Chains (GIVC) Section facilitates the development of value chains that are socially and environmentally sustainable by providing global public goods, capacity building, and policy interventions with a strong emphasis on partnerships with the private sector. ResponsibilitiesUnder the direct supervision of the Director of the Division of Sustainable and Inclusive Trade, the general guidance of the Deputy Executive Director, the incumbent will be responsible for the following duties: โข Provides policy guidance to the division director, on conceptual strategy development and management of the implementation of overall strategies and intra and inter-divisional/departmental policies and procedures. โข Plans and oversees the management of activities undertaken by the Section; ensures that substantive work programmes and programmed activities are carried out in a timely fashion, coordinating diverse projects in the Section, and, in liaison with other organizations of the United Nations System, donors and agencies as appropriate. โข Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews of drafts prepared by others. โข Provides substantive input in the preparation of briefings, position papers and reports for presentation to various fora and platforms including relevant multilateral committees at the UN and the WTO, regional bodies and other policy-making organs, as appropriate. โข Contributes to the reporting to internal and external stakeholders on budget/programme performance or on programmatic/ substantive issues, as appropriate. โข Ensures that the outputs produced by the Section maintain high-quality standards; that project/methodology development and implementation contributes to broader ITC impact, and that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Section under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. โข Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. โข Carries out programmatic/administrative tasks necessary for the functioning of the Section, including mobilization of resources, development of partnerships, preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates. โข Recruits staff for Section taking due account geographical and gender balance and other institutional values. โข Manages, guides, develops and trains staff under his/her supervision. โข Fosters teamwork and communication among staff in the Section and across organizational boundaries. โข Represents the Organization at inter-agency meetings, seminars, etc. on substantive-related issues. โข Participates in international, regional or national meetings, as well as private sector and other stakeholder meetings, and provides programmatic/substantive expertise on an issue, or hold programmatic/substantive and organizational discussions with representatives of other institutions. โข Other duties as required. EducationAdvanced university degree (Masterโs degree or equivalent) in business or public administration, finance, accounting, law or related area such as economics, international relations, public affairs, sustainability. A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of ten years (12 with a first level degree) of progressively responsible experience in administration, or related field is required. Experience in programme development and administration in the area of trade related technical assistance is desirable Experience in sustainable, inclusive value chain development is desirable. Experience in stakeholder engagement and partnerships in the area of sustainable trade is desirable. LanguagesFluency in English required.
