Context:
Under the direct supervision of the Director, Global Office, the Chief, EU Policy and Programme Support Division (EUPPSD) leads IOMโs strategic thematic engagement with the European Union (EU). The Chief, EU Policy and Programme Support Division builds, manages, strenghtens and maintains the direct relationship between IOM and EU Institutions, Bodies, and Agencies to enhance IOM's position in policy discussions and provides thematic, evidence-based advice and recommendations regarding respective thematic migration-related topics, policies, and programs. The Chief EU Policy and Programme Support Division works in alignment with relevant internal and external frameworks, policies, strategies, and workplans; leads the Global Programme Support Unit (GPS) and Global Thematic Units (GTUs); and guides and supports IOM Country Offices (COs) worldwide in their advocacy on EU-related thematic issues and in the development, contracting, compliance, and implementation of EU-funded projects.
The Chief EU Policy and Programme Support Division has the followings functions: overseeing the policy advocacy, liaison, and donor compliance on thematic and programmatic issues, and the support to COs and Regional Offices (ROs) in advocacy with the EU. This includes resource mobilization and project review to build IOM's global EU-funded portfolio. In addition, the Chief, EU Policy and Programme Support Division supports and provides advice to COs implementing EU-funded projects on knowledge management and learning, capacity building for COs and ROs, and field visits to support IOM-EU relations, project development, implementation, reporting, evaluation, audits, and verifications.
Strategic Engagement
Policy and Advocacy: Lead GO Brusselsโ technical and thematic advocacy and communicate IOM's strategic position to EU Institutions, Bodies, and Agencies, grounded in guidance from the HQ functional homes in close coordination with the OPAC, Director, Global Office, and relevant ROs and COs through the GTUs and GPS. Provide recommendations to the Director, Global Office on liaison, policy as well as operational issues.Liaison and Engagement: As delegated by the Director, Global Office, represent IOM and act as the lead focal point for liaison with EU Institutions, Bodies, Agencies, and strategic global stakeholders such as academic institutions, financial institutions, think tanks, and UN working groups where relevant, in Brussels or through field visits.Strategic Planning: Guide and provide substantive inputs to the development, expansion, implementation, and/or revision of strategic plans, frameworks, and agreements in line with IOM's global and Global Office Brusselsโ priority areas, in coordination with HQ functional homes and relevant ROs and COs.Monitoring: Analyse and provide strategic advice to the Director, Global Office and other senior leadership on regional developments, policy, priority changes, challenges, and positions of EU Institutions, Bodies, and Agencies, and ensure that relevant information is relayed and disseminated to ROs, COs, and HQ functional homes.Technical Support to Regional and Country Offices
Coordination: Lead the coordination within the EU Policy and Programme Support Division and the GO Brussels; ensure the dissemination of information and coordination between EUPPSD and HQ ROs, and COs, on emerging opportunities, risks, and challenges related to EU policy, visibility, and funding.Capacity Building:ย In coordination with EU Legal Compliance and Financial Compliance Teams, coordinate capacity building initiatives for ROs and COs staff on EU engagement, advocacy, priorities, fundraising, project development, implementation, reporting, and compliance for EU-funded programming.Donor Compliance: Lead the provisions of strategic, technical, and thematic guidance to ROs and COs on EU policies, priorities, and strategies to enhance programming, outreach, and engagement.Programmatic Review: Alongside the EU Resource Management and Compliance Division and the Media and Communications Unit (MCU), coordinates the secondary review between GPSU, and GTUs for EU-funded projects, in both central and decentralized funding models, as well as direct and indirect funding.Resource Mobilization and Funding: Lead the mapping and monitoring of EU funding instruments to share opportunities and calls for proposals to ROs and COs. Advise and lead the provisions of support to ROs and COs in negotiations with EU donors.Monitoring: Support and provide advice to COs and ROs in follow-up on EU-funded projects. Flag emerging challenges, trends, opportunities, and risks to the Directors, Global or RO Offices, Chiefs of Mission (COMs)/Heads of Offices (HoOs), and/or HQ as needed. Coordinate and steer course correction for COs as needed.Knowledge Management and Learning
Knowledge Management: Manage,ย build,ย andย contributeย toย knowledgeย sharingย platformsย andย disseminate innovative and best practices for EU funding, advocacy, and engagement to externalย partners andย stakeholders, COs, ROs, andย HQ.ย Inย addition, collect andย disseminate information and updates to COs, ROs, and HQ on EU policy, decisions, funding, priorities, opportunities,ย andย interests through internal positioning papers andย analysis.Learning: Gather,ย disseminate,ย andย support theย implementationย ofย bestย practicesย andย lessons learned fromย evaluations, audits, andย implementationย ofย EUย funded programmes.EUPPSD Management
Lead and manage the EUPPSD, including overseeing and managing the delivery of the Unit's specific responsibilities in their entirety as outlined in the EUPPSD Terms of Reference.Supervise and provide technical support to EUPPSD staff.General Management

Masterโs degree in Political or Social Sciences, Business Administration, Economics, Migration studies, International Relations and/or Law or a related field from an accredited academic institution with ten years of relevant professional experience; or,University degree in the above fields with twelve years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.ย
Experience
Proven experience in liaising with governmental and diplomatic officials, as well as with EU Institutions, Bodies, Agencies and/or Delegations, national and international institutions and organizations, civil society and private sector actors;Experience in non-OECD countries a distinct advantage;Experience in working in various contexts, and in leading and managing diverse teams,programmes, and projects;Experience in capacity development, complex programme development and implementation
experience, including budget management;Experience working in an international organization, United Nations, or an EU Institution, Body, or Agency; and,Track record in donor liaison and engagement for policy, advocacy and resource mobilization purposes, if in the EU context a distinct advantage.
