Context:

Established in 1951, the International Organization for Migration (IOM) is a related organization of the United Nations (UN), and as the leading UN agency in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by advancing the understanding of migration issues, assisting governments in meeting the challenges of migration, encouraging social and economic development through migration, and upholding the dignity and well-being of migrants, their families, and their communities.

Throughout the years, IOM has gained expertise and capacity to address national and regional migration issues. Its collaboration network covers a wide range of stakeholders, including but not limited to ASEAN Member States, IOM regional Country Offices, governmental and non-governmental institutions of Indonesia, etc. The working scope of IOM has several thematic areas such as counter- trafficking and protection, disaster climate and resilience, immigration and border governance, labour mobility and social inclusion, refugee care and assistance, resettlement and assisted voluntary return and reintegration.

Currently, IOM is implementing a regional project aimed to address the intersection of climate change, human mobility, and resilience through inclusive and evidence-based policy development. The aim of this consultancy is to further develop the Risk Index for Climate Displacement (RICD). The RICD will be a composite index that integrates climatic, environmental, socio-economic, and demographic data to map and quantify the risk of displacement at a sub-national level.

The consultancy will contribute to the further development of the Risk Index for Climate Displacement (RICD), through advanced data management, statistical analysis, and geospatial (spatial) modelling, by integrating existing national data into the tool. Under the direct supervision of the IOM Indonesiaโ€™s Senior Project Associate, with the overall supervision of the Programme Support Officer for Mobility and Resilience Unit. The Senior Project Associate will ensure to provide timely comments on the consultantโ€™s work and address any consultantโ€™s request (i.e., additional information, government contacts, etc.).

Responsibilities and Accountabilities

ย The consultant will be responsible to conduct the following assignments:

Review existing literature and indices on climate vulnerability, disaster risk, and displacement. With IOM and partners, co-identify, source, and collate relevant datasets from public and official sources (e.g., BNPB, BPS, BMKG, KLHK, etc.). Proactively facilitate connections and secure access to necessary official data sources, understanding and navigating the specific protocols for data sharing and use. Support the RICD technical team in harmonizing project data with official government data standards. Act as a key liaison between the project team and government key counterparts, particularly BNPB, to foster collaboration and ensure the project meets their needs. Clearly communicate technical requirements of the project to government partners and translate government feedback into actionable guidance for technical team. Provide guidance on the policy relevance of indicator selection and index construction to ensure the final product is a practical tool for stakeholders. Perform such other duties as may be assigned.

Month 2

3.

Submission of 1 (one) draft of comprehensive directory of government contacts and data pathways. Submission of 1 (one) draft of liaison activity report including summary of meetings held, connections made, and feedback received from government stakeholders, with recommendation if any.

Month 4

4.

In coordination with IOM, conduct at least two presentations to stakeholders on the findings. Incorporate the feedback and inputs gathered during the presentations into the liaison activity report.

1st Week of Month 9

5.

1 (one) final and endorsed report summarizing liaison activities and providing recommendations for sustaining government engagement beyond the project. 1 (one) final comprehensive directory of government contacts and data pathways.

Required Qualifications and Experience

EDUCATION

A university degree (Masterโ€™s, PhD, or bachelorโ€™s with additional experience) in Data Science, Geography, Statistics, Environmental Science, and/or an equivalent combination of training and experience.ย 

EXPERIENCE

Have extensive experience with a minimum of 5 years of experience in quantitative data analysis and statistical modelling, including spatial analysis and GIS.

SKILLS

Demonstrated ability to manage and harmonize large and complex government data from multiple sources. Prior hands-on experience working within or directly with a relevant national government agency on climate and/or disaster displacement issue, with a clear understanding of government data protocols and reporting structures. Strong understanding of climate change concepts, disaster risk reduction, and/or human mobility. Proven experience in liaising with government stakeholders. Have strong analytical, verbal, and report writing skills in Bahasa Indonesia and English.ย  Excellent time management skills and ability to produce outputs as per agreed deadlines. Demonstrated ability to analyse, concisely summarize, draw lessons from relevant international, regional, and national practices and processes of the protection and services of stakeholders. Excellent presentation, oral, and written communication skills.ย  Language: Fluency in English and Bahasa Indonesia both verbal and written is mandatory

TRAVEL

The consultant will be entitled to DSA, according to IOM monthly applicable rates, when requested to work outside duty station
