Operational in Indonesia for more than 40 years, IOM Indonesia works on a wide range of activities in partnership with the Government of the Republic of Indonesia, civil society, private sector actors, migrants and communities. IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking (CT), Labour Mobility and Social Inclusion (LMSI), Disasters, Climate and Resilience (DCR), Immigration and Border Governance (IBG), Refugee Care, Migration Health, Migration Policy and Data Hub, and Resettlement and Voluntary Returns.

Within this broad mandate, addressing the risks associated with irregular migration remains a key priority. Irregular migration poses significant risks, exposing migrants to exploitation, abuse, and violence. In many contexts, migrant smuggling and trafficking in persons have evolved into highly organized and profitable criminal enterprises, with severe consequences for those affected. In response, and in alignment with its global strategic priorities, IOM supports the Government of Indonesia and other key stakeholders in undertaking preventive efforts. These include the implementation of strategic communication campaigns aimed at increasing public awareness on the risks of irregular migration and strengthening informed decision-making among migrants and affected communities.

The consultant will undertake the following responsibilities / scope of work:

Design monitoring and impact assessment Develop a comprehensive tools and methodologies to monitor the implementation and progress of the awareness-raising campaign.Develop and apply an impact assessment methodology, including the design of baseline and endline assessments (e.g., KAP surveys and interviews), to measure the effectiveness of the awareness-raising campaign.Coordinate closely with the implementing team to define assessment objectives, scope, and tools; develop a theory of change; and design the sampling strategy and data collection approach.Conduct primary data collection Apply the developed tools to collect primary data from target groups, through surveys, interviews, and/or focus group discussions (FGDs).ย Separately, support the previous campaign phase by facilitating the endline assessment, which includes conducting data collection through surveys and interviews with relevant target respondents. This will contribute to completing the impact assessment for the earlier phase of the campaign.Analyze data and report findingsย  Analyze the collected data (baseline and endline) to assess campaign effectiveness and measure changes in knowledge, attitudes, and behaviours among the targeted audiences.Conduct a comparative analysis of the endline assessment findings from the previous campaign phase with its corresponding baseline data, to evaluate changes and inform the overall impact assessment.Present key findings, trends, and recommendations from both analyses in clear, comprehensive reports to support evidence-based programming and decision-making.Monitor Campaign Implementation Develop a monitoring framework and tools to track the progress, quality, and effectiveness of the awareness-raising campaign.Support ongoing monitoring of campaign activities to ensure alignment with planned objectives and timelines, as well as to identify successes or challenges, and recommend improvements for ongoing and future initiatives.Compile, maintain, and update an activity tracker in a timely manner for all project-related activities.Produce monitoring reports and summaries that reflect key findings and inform evidence-based decision-making.Provide Technical Support for Beneficiary Surveys Assist in designing, conducting, and analyzing other relevant beneficiary feedback or KAP surveys under the Mobility and Resilience Unit, as required.Participate in Coordination and Feedback Meetings Attend the internal and external coordination meetings with the implementing teams and relevant stakeholders to report progress, discuss challenges, and ensure programmatic alignment.Undertake field visits and primary data collection Participate in field visits with the team to project locations to collect primary data from fisher communities, refugee/migrant groups, and local authorities.Ensure proper coordination with local stakeholders and respect for ethical standards in all data collection processes.Perform such other duties as may be assigned.

Responsibilities and Accountabilities

The proposed consultant(s) should have the following competence:

Education:

Bachelorโ€™s degree in social science, International Relations, Migration Studies, Public Policy, or a related field from an accredited academic institution with at least two years of relevant professional experience in monitoring and evaluation, migration issues, or awareness campaigns; orUniversity degree in a relevant field with at least four years of relevant professional experience.

Experience:

Proven experience in monitoring and evaluation of development programmes, particularly in awareness-raising campaigns, migration, or refugee-related contexts;Experience in conducting baseline and endline assessments, surveys, and data analysis;Familiarity with the dynamics of refugee and fisher communities, especially related to migrant smuggling prevention, will be an advantage;Experience in the Asia region, especially Indonesia, is preferred;Experience working with vulnerable communities and providing support for project implementation will be an asset.
