Project Context and Scope
With support from the Foreign, Commonwealth and Development Office (FCDO)ย under the Better Regional Migration Management Program (BRMM), ย IOM is commissioning an independent assessment to evaluate the implementation of the Bilateral Labour Migration Agreements (BLMAs) signed betweenย the Government of the Republic ofย Kenya and the United Kingdomย of Great Britain and Northern Ireland for collaboration on healthcare workforce, andย the Government of the Republic ofย Kenya and theย Government of theย Kingdom of Saudi Arabiaย on recruitment of domestic workers.ย
The assessment aims to:
Review to what extent theย provisions inย theย two (2)ย signedย agreementsย haveย been implemented. Evaluate coordination between Kenya and the two partner countries in managing labour migration. Understand the experiences ofย theย Kenyan migrant workers deployed under theย two (2)ย agreements. Identify gaps, challenges, good practices, and provide actionable recommendations to improve the implementation of the BLMAs.Thisย assessmentย will contribute to evidence-based improvements in bilateralย labourย cooperation, migrant workerย protection andย welfare, ethical recruitment, and reintegration planning.
3. Organizational Department / Unit to which the Consultant is Contributing
This assignment falls under the Labour Mobility Division (LMD) at IOM Kenya, particularly under theย (BRMM) Programme. Under the overall guidance of the Chief of Mission and direct supervision of the Project Manager, and coordination with the National Programme Officer,ย the LMD team willย ย work closely with the Ministry of Labour and Social Protection,ย National Employment Authority (NEA),ย National Industrial Training Authority (NITA),ย Ministry of Foreign and Diaspora Affairs,ย Ministry of Health, Nursing Council of Kenya, Foreign missions of the United Kingdomย and Saudi Arabia in Kenya, Licensed Private Recruitment Agencies, and any other relevant stakeholders involved.

Inception Report & Work PlanSubmit a detailed inception report with methodology, stakeholder mapping, data collection tools, and a workplan.

Document Review & Desk AnalysisAnalyze theย contents in theย BLMA and related implementation frameworks,ย standard operating procedures (SOPs)ย ,ย Memorandum of Understandings (MoUs), and government circulars;ย Review relevant IOM and partner reports, migration statistics, and audit reports.

Stakeholder Consultations and data collectionConduct key informant interviews and focus group discussions with:
Government officials (Kenya, UK, Saudi Arabia) Privateย Recruitment ย Agencies Migrant workers (current and returnees) Civil society organizations and trade unions Employers Federationย Technical, Vocational Education and Training (TVET) Diaspora associations Analysis & Validation Analyze data using qualitative and quantitative methods. Hold a stakeholder validation workshop to review findings and recommendations. Final Report and Policy Briefs Submit a comprehensive final report detailing the findings, gaps, good practices, and practical recommendations. Prepare two policy briefs (one per BLMA) summarizing key insights. Performance Indicators for Evaluation of Results Delivery of an approved inception report and workplan within the first two weeks. Completion of atย KIIs and FGDs across relevant stakeholders. Development of survey and interview tools aligned with IOM standards. Delivery of a validation workshop and integration of feedback. Submission of high-quality final report and two policy briefs in line with agreed timelines.Education, Experience, and/or Skills Required
Masterโs degree in Migration Studies, International Relations, Labour Studies, Development Studies, Economics and Public Policy, orย related fields. At least 10 years of relevant experience conducting labour migration assessments, international labour standards implementation, or bilateral labour cooperation evaluations. Familiarity with Kenyaโs labour migrationย context,ย and bilateral labourย migrationย agreements. Demonstrated ability to manage and execute complex assessments with multi-stakeholder involvement. Strong writing, research, data collection, and analysis skills, including the use of both qualitative and quantitative methods. Fluency in English and Swahili; knowledge of Arabic is an asset.Travel Requirements
Theย LMD teamย may be required to travel within Kenya subject toย (security, and health considerations) for data collection or validation workshops. Domestic travel will be necessary to engage with county officials, returnees, and local CSOs.
