Under the overall supervision of the Programme Manager (Shelter/NFI and Housing) and the direct supervision of the CCCM Programme Officer the successful candidate will work within the selected site and site-like settings as well as in hosting communities, informal sites and areas of return implementing Communication with Communities (CwC) as a cross-cutting theme across all relevant IOM Northern Mozambique programmes. The successful candidate will be tasked with the implementation of Community Engagement and Accountability to Affected Populations (AAP) activities in the Shelter and Settlements unit of IOM Mozambique based in Pemba. The incumbent will perform below responsibilities and accountabilities.ย
- Participate in site management routine duties implementing daily site management by undertaking the following tasks.
- Supportย in coordinating site management activities in IDP-hosting sites managed by IOM CCCM, following CCCM Cluster site management standards.ย
- Facilitate site coordination meetings and other localized coordination meetings.ย
- Support in providing reception services to newly arrived displaced populations. ย
- Ensure rapid reporting of emerging needs and gaps in IDP sites.
- Follow up on repairs and maintenance of infrastructure in IDP sites.
- Support in the establishment of representative IDP committees at IOM CCCM sites, ensuring they reflect age, gender and diversity of the IDP population.ย
- Ensure that the CCCM multi-sector site tracker and other databases regularly updated. Extract reports from the CCCM multi-sector site tracker for analysis.
- Support the Programme Officer-CCCM in coordinating community engagement activities, integrating community engagement and AAP in relevant IOM programmes.
- Support the effective community engagement implementation, including the development of tools and the production and dissemination of various Community Engagement products for affected populations throughout Northern Mozambique.ย
- Support the Programme Officer in advocating within IOM for increased communications with crisis-affected populations as part of IOM programmes in Northern Mozambique.
- Serve as focal point for all entries and data cleaning on the ZITE Manager CFM database. Participate in development of customisation of the database for Mozambique. Support in review of CFM reports.
- Support training field staff in Accountability to Affected Populations (AAP), awareness raising activities, complaints and feedback mechanisms (CFM), particularly in support of Suggestion boxes, Community Based Theatre, Toll Free Lines-Linha verde and Voice Recorders among other mechanisms. Also train field staff on Accountability to Affected Populations including its importance and relevance in IOM programmes and operations.
- Assist the Programme Officer in maintainingย partnerships with external local and international agencies and organisations to strengthen the community engagement programme and facilitate maximum outreach to relevant communities.ย
- Assist the Programme Officer in implementing the adoption of innovative technologies that enhances effectiveness of IOM community engagement projects.
- Actively participate in the development of various types of IEC materials and track their dissemination.ย
- Be the IOM focal point for the Complaints Desks in IDP sites; this includes following up, disseminating feedback and other relevant data from affected populations to IOM project managers, clusters and partners.ย
- Support IOM participation in the Community Engagement working group timely meeting the working group reporting requirements.ย
- Assist in monitoring the work of, toll free line operators, CFM focal points, project contractors, including script writers, artists, graphic artists, web designers, editors and other contributors to improve and maximize quality and accuracy of community engagement products produced and disseminated in affected areas.ย
- Support in providing inputs to Public Information (PI) products with regards to the community engagement, material, outreach and coordination when necessary.
- Perform such other duties as may be assigned.ย
EDUCATION
- University degree in Media Studies, Social Science, behavioral science or a related field from an accredited academic institution with three years of relevant experience, or
- Completed High school degree in the above fields with five years of relevant professional experience.

EXPERIENCE
- Previous experience in humanitarian activities, especially camp management related work advantageous.
- Demonstrable knowledge of, and experience in project implementation in either humanitarian or development fields.
- Previous experience in working with communities at field level is an added advantage.
SKILLS
- Ability to establish priorities and undertake assigned tasks with minimum supervision
- Proven ability to interact effectively with government officials/local authorities and other institutions essential.ย
- Good drafting ability and communication skills, both oral and written to produce reports in English and Portuguese.
- Knowledge of the social protection system and victim assistance mechanism (advantageous);
- Able to work independently, under pressure and undertake frequent project related travels.
- Good computer literacy.
