CAMBODIA: INDIVIDUAL CONSULTANT - GREEN BUILDING POLICY EXPERT
INTRODUCTION TO GGGI
The Global Green Growth Institute (GGGI) is a treaty-based international, inter-governmental organization dedicated to supporting and promoting strong, inclusive and sustainable economic growth in developing countries and emerging economies. To learn more please visit about GGGI web page.
The โAsia Low-Carbon Buildings Transition (ALCBT)โ is a five-year (2023-2028) project being implemented in 5 Asian countries โ Cambodia, India, Indonesia, Thailand and Vietnam, with the financial support from the International Climate Initiative (IKI) of the Federal Ministry for Economic Affairs and Climate Action (BMWK), the Federal Government of Germany. GGGI is implementing the project through a consortium comprising of Energy Efficiency Services Limited (EESL) from India, the HEAT International from Germany, and the ASEAN Centre for Energy (ACE). In Cambodia, the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) is the government counterpart for project implementation.
The ALCBT project seeks to significantly reduce GHG emissions by catalyzing nationwide transitions towards low carbon buildings in Cambodia. The outcome of the project is the technical, planning, and institutional tools for low carbon buildings successfully implemented by key public and private sector stakeholders by the mid of 2028. The result will be achieved through the development of standardized tools and systems for managing carbon emissions from the building sector and piloting them in project countries (Output I); enhancement of capacity for current and future building industry practitioners (Output II); and establishment of financial pathways for low carbon buildings (Output III). Additionally, project knowledge and tools will be accessible online and promoted systematically to stakeholders in project countries, across ASEAN and globally to create market demand, promote replication and scaling up of approach (Output IV).
As part of Output-1, the project conducted a detailed policy study review, which highlighted the following key findings:
- Despite various initiatives, a formalized and nationally adopted green building regulation or certification system has yet to be operationalised.
- The Ministry of Land Management, Urban Planning, and Construction, along with the newly established National Council for Building Technical Regulation, has initiated the development of a national building code under the Construction Law 2019.
- During this transition period, the report recommends developing a building rating system based on key metrics such as energy consumption, operational carbon, and embodied carbon.
- Additionally, the policy study review suggests establishing a minimum compliance scheme for building sustainability and incorporating supporting frameworks into the building permit process to facilitate the transition toward low-carbon buildings in Cambodia.
OBJECTIVES OF THE ASSIGNMENT
Based on consultations with the Ministry of Land Management, Urban Planning, and Construction (MLMUPC) and the ALCBT projectโs Technical Advisory Committee, the project aims to develop a minimum compliance and certification scheme for green buildings, along with a roadmap for establishing a green building code in Cambodia.
To support this effort, the ALCBT project is seeking to recruit a seasoned expert with extensive experience in developing green building codes and certification systems.
SCOPE OF WORK
The green building expert will work closely with the ALCBT project team in Cambodia and the MLMUPC to achieve the assignmentโs objective. The scope of work and tasks to perform are as followings:
Preparatory Activity: Document Review and Stakeholder Consultation (5 days)
- Review and analyze existing documents, building codes, and construction standards to understand the overall policy landscape related to green buildings in Cambodia.
- Conduct a stakeholder consultation mission to gather insights on the green building policy landscape and specific requirements from MLMUPC and the project team.
- Stock-taking of regional best practices on development of green building code
Activity I: Develop a Green Building Minimum Compliance and Certification System (30 days)
- Formulate minimum compliance criteria based on ALCBTโs policy assessments, established international green building standards, Cambodiaโs Guideline and Certification System for Green Building (CamGCGB), and other regional codes. This process should involve close consultation with MLMUPC and the ALCBT project to leverage available data and incorporate project tools (e.g., the Building Emission Assessment Tool and Common Carbon Matric) into the compliance system. Finally, analyse the building permit process and propose a mechanism for integrating the compliance system into the building permit process to ensure effective implementation. Please refer to Annex-I for an indicative concept note on Green Building Minimum Compliance Scheme.
- Establish benchmarks for the compliance criteria through consultations with MLMUPC, the ALCBT project, and key stakeholders in the building and construction sector. These benchmarks should align with local climate conditions, building practices, and available technologies.
- Based on the minimum compliance design a certification scheme by:
- Identifying entry points within the current building permit process and legal framework.
- Assessing the capacity of MLMUPC officials to implement the scheme.
- Estimating financial needs for piloting and testing.
- Detailing the level and type of certification, assessment methodology, and certification process
4. Draft a short-term implementation plan for MLMUPC to pilot the green building minimum compliance and certification system in Cambodia.
Activity II: Outline Key Steps for Developing a Green Building Code for Cambodia (15 Days)
- Conduct detailed consultations with key stakeholders to understand the status and requirements related to the development of the Green Building Code.
- Identify key actions needed before initiating the Green Building Code development, based on the best regional practices, stakeholder consultations, and the current policy landscape.
- Develop a comprehensive action plan outlining and detailing steps to be taken before, during and after the code development process.
- Estimate the cost for developing the Green Building Code for Cambodia, referencing international best practices.
In consultation with the project team, the consultant should conduct two missions to Cambodia: one at the beginning of the assignment and one at the end to present the outcomes.
