Objective of the Consultancyย
The consultantโs main objective is to review and refine the existing PDO manuals of both ministries to align them with best practices and current methodologies. In addition, the consultant will provide capacity-building support to trainers to enhance the delivery of PDOs, ensuring training is effective, interactive, and adheres to adult learning theories.
Scope of Work
The consultant will undertake the following tasks:
1.ย ย ย ย Technical Review of the Existing PDO Manuals
oย ย ย ย Conduct a detailed review of the existing PDO training manuals cross-referencing them with Comprehensive Information and Orientation Programme (CIOP) guidelines.
oย ย ย ย Provide recommendations for refining and enhancing the content to ensure clarity, relevance, and alignment with international best practices.
oย ย ย ย Ensure the materials of the manuals are structured in a way that promotes effective learning outcomes for participants (prospective labour migrants).ย
2.ย ย ย ย Recommendations for Alignment and Improvement
oย ย ย ย Develop and present a set of recommendations to improve the content and delivery of PDO manuals, ensuring alignment with strategic objectives and methodologies of the ministries.
oย ย ย ย Recommend ways to integrate interactive elements that will enhance participant engagement.
3.ย ย ย ย Capacity Building and Training of Trainers (ToT)
oย ย ย ย Collaborate with relevant stakeholders in the planning and delivery of capacity-building workshops for PDO trainers.
oย ย ย ย Provide specific training on adult learning theories, with an emphasis on how trainers can ensure interactivity, participation, and knowledge retention.
oย ย ย ย Share practical tips and techniques that trainers can employ to improve their engagement with participants during PDO sessions.
4.ย ย ย ย Support for Trainers in Applying the CIOP Approach
oย ย ย ย Facilitate the practical application of the CIOP approach or similar frameworks during the training, ensuring that trainers are well-prepared to incorporate these methodologies into their PDO delivery.
oย ย ย ย Provide guidance on effective methods for participant assessment and evaluation.
5.ย ย ย ย Final Report and Recommendations
oย ย ย ย Develop a final report summarizing the findings from the review process and the outcomes of the capacity-building activities.
oย ย ย ย Include a set of actionable recommendations for further refinement of the PDO training program, as well as suggestions for the long-term sustainability of the training initiatives.

ย Expected Deliverables
The consultant will be responsible for delivering the following:
โข ย ย ย ย A comprehensive report on the technical review of the PDO manuals and materials, including detailed recommendations.
โข ย ย ย ย Submitting a comprehensive Pre-Departure Orientation manual for the ministries to use in delivering PDO trainings.ย
โข ย ย ย ย Capacity-building workshops for PDO trainers, focusing on adult learning theory and interactive training methodologies.
โข ย ย ย ย A final report summarizing the activities, outcomes, and recommendations for future improvements.

Duration of the Assignment
The assignment will be carried out over four months. The key deliverables are expected within the following timeframe:
โข ย ย ย ย Weeks 1-2: Review of PDO materials and submission of report with recommendations.
โข ย ย ย ย Week 3: IOM review of the report and recommendations.ย
โข ย ย ย ย Weeks 4-6: Development of the draft Pre-Departure Orientation Manual ย
โข ย ย ย ย Week 7 โ 8: IOM Review of the draft PDO Manual and provision of Inputs and Comments.ย
โข ย ย ย ย Week 9: Consultant to finalize the Draft PDO manual and incorporate comments and inputs from IOM.ย
โข ย ย ย ย Week 10: Finalization and Designing of the PDO Manuals.
โข ย ย ย ย Week 11: Stakeholders meeting to review and approve the PDO Manuals.ย
โข ย ย ย ย Week 12: Incorporation of the stakeholdersโ comments and inputs and submission of the final PDO Manuals. ย
โข ย ย ย ย Week 13 and 14: Finalization of the PDO Manuals and submission to the government for signatureย
โข ย ย ย ย Week 15 and 16: Conducting Training of Trainers to government officers of both ministries on the PDO Manuals (one in Zanzibar and one in Tanzania mainland).

Reporting and Supervision
The consultant will report directly to focal person from IOM Tanzania and IOM Regional Office Eastern Horn and Southern Africa and will work closely with the relevant officers from the Ministries of Labour in Tanzania Mainland and Zanzibar,

Education
โข ย ย ย ย Masterโs degree in relevant discipline, such as environmental Labour laws, Labour relations, labour practices and labour migration.ย
โข ย ย ย ย Advanced technical management on labour migration, rights of prospective labour migrants and the pre-departure orientation modules in practice in Africa.ย
Experience
โข ย ย ย A minimum of 2 years of work experience in project implementation and monitoring and evaluations.
Skills
โข ย ย ย ย Good knowledge of the labour structures of the United Republic of Tanzania.ย
โข ย ย ย ย Proven experience in conducting training and capacity building, with a focus on adult learning methodologies.
โข ย ย ย ย Strong expertise in reviewing, developing, and refining training materials.
โข ย ย ย ย Experience in working with pre-departure orientation or related fields, particularly in migration or international development contexts.
โข ย ย ย ย Experience on Labour Migration dynamics and procedures for the United Republic of Tanzania.ย
โข ย ย ย ย Excellent communication skills and the ability to provide constructive feedback and actionable recommendations.
