Background

The objective of this consultancy is to develop, script, and produce three short video narratives (each approximately 5 minutes) that communicate the importance of democratic participation, while reflecting the values of inclusivity, gender equality, and civic responsibility.

The videos must be culturally appropriate, factually accurate, visually appealing, and suitable for multi-platform dissemination — including community screenings, door-to-door outreach, and mobile/WhatsApp distribution.

IFPRI and its partner organization, Green Voice Bangladesh, are implementing a research project titled “First-time Voters, Lasting Democracy.” The project investigates how narrative-based video interventions can strengthen political participation and peaceful engagement among rural youth and women – contributing to a stronger, more inclusive food system. The intervention centers on three short, compelling videos highlighting: (i) the contributions of youth to the 2024 democratic movement, (ii) the leadership and courage of women in the protests, and (iii) a secular historical narrative linking democratic participation to Bangladesh’s 1971 independence struggle. These will be used to compel women, youth, and other groups to vote. To produce these materials, IFPRI seeks to hire a Video Content Creator who can transform technical and historical ideas into visually engaging, emotionally resonant, and contextually grounded short films suitable for rural audiences.

Scope of Work

Activities

1) Participate in a project briefing to understand the goals, audience, and behavioral objectives of the video campaign.
2) Develop creative concepts and scripts for the three videos, drawing from provided outlines and feedback from project researchers and youth organizers.
3) Identify and film relevant visuals and/or conduct animation/editing based on the agreed concept and storyboard to assemble cohesive content.
4) Ensure inclusive representation, emphasizing gender balance and portraying both male and female youth leaders in a dignified and inspiring manner.
5) Produce first-cut drafts of each video for review by the project team.
6) Revise and finalize the videos incorporating detailed feedback, ensuring technical, ethical, and contextual accuracy.
7) Deliver final high-quality versions of all three videos in both high-resolution (for screenings) and compressed formats (for mobile sharing) by December 15, 2025.

Location: Dhaka-based, with possible short field visits for shooting (subject to safety and logistical considerations).

Required Qualifications and Experience

- Proven experience in video production, editing, and storytelling, with a strong portfolio of social impact or documentary-style work.
- Demonstrated ability to translate complex social and political ideas into accessible, narrative-driven content for general audiences.
- Prior experience producing content for development organizations, NGOs, or civic campaigns preferred.
- Familiarity with Bangladeshi rural contexts, youth culture, and gender sensitivity in storytelling.
- Fluency in Bangla required; working understanding of English preferred.
- Strong responsiveness to feedback and adherence to deadlines.
- Ability to work collaboratively with researchers, communication specialists, and field teams.

Ethical and Contextual Considerations

All content must be strictly non-partisan. The consultant must ensure that all individuals featured in the videos have provided informed consent, and that the portrayal of events and characters aligns with ethical storytelling and research principles.

5) Two references or samples of prior work with NGOs, development organizations, or social awareness campaigns.
