    BACKGROUND AND PURPOSE OF ASSIGNMENT

    Coxโ€™s Bazar is currently hosting close to over 900,000 refugees โ€“ registered refugees and Forcibly Displaced Myanmar Nationals (FDMNs). The World Food Programme (WFP) is providing general food assistance, self-reliance and livelihood support, disaster risk reduction, nutrition, and school feeding programmes to respond to the refugee crisis. Further, WFP has scaled up host community support for over 300,000 people in Ukhiya, Teknaf and other three sub-divisions who have been negatively impacted by the influx of refugees. To respond to the growing demands more efficiently and effectively as well as in an accountable manner, WFP has explored innovative digital solutions to deliver different assistance to the people WFP serves.

    The Business Transformation Officer P3 reports to the Deputy Head of the Area Office.

    KEY ACCOUNTABILITIES & RESPONSIBILITIES

    Business Engagement

    • Work with business units to clearly define business requirements and translate them into practical digital solutions.

    • Support Building Blocks expansion (particularly in terms of acting as an intermediary between TEC team and Programme and Supply Chain teams)

    • As an agile coach, coordinate efforts of multiple stakeholders to pilot and scale up identified solutions (e.g., Programme, Support units, HQ TEC, Regional Bureau (RBB), etc.).

    • Capacity building for government ministries and leading the implementation of strong and secure digital solutions.

    • Lead WFP Bangladeshโ€™ engagements with the government Ministries on digitalization ensuring WFP remains a key contributor and enabler of the Digital Transformation agenda

    • Provide advice to the Country Office on strategic TEC and Digitalization initiatives ensuring compliance with WFP Operational and Strategic Frameworks.

    • Oversee data-sharing agreements, and implementation of those agreements, with key agencies, particularly UNHCR

      Digital Solutions and Data Management

      • Ensure that various digital solutions or platforms are interoperable and coherent with each other in a way that ensures coordinated programming, both internally for WFP programmes and externally with other key agency systems and programmes.

      • Oversee scale-up of existing solutions (e.g., SCOPE, Building Blocks, SugarCRM, Farm2Go, MoDa, conditionality tracking, etc.).

      • Identify focus areas for system improvement and development of additional features and functions and explore the use of artificial intelligence (AI) and machine learning (ML) technologies, identifying opportunities for innovation and improvement, and leading the implementation of these projects from conception through deployment and ongoing optimization.

      • Work with the Technology (TEC) units in headquarters (HQ) and Regional Bureaus to ensure that custom developments are coordinated through TEC and within the Field Software Development Network (FSDN).

      • Manage the service catalogue of IT solutions offered to the business, including current, retired and those in the pipeline to ensure effective knowledge management. Conceptualize, and execute strategic visions for how programmatic and operational requirements can be improved by using digital solutions.

      • Manage the Data Unit to consolidate data management across programme and operations ensuring that rigorous quality standards are maintained, and data-driven decision-making is supported.
