Organizational Setting and Reporting Relationship
The position of Associate Treasury Officer is assigned to the Investments Division within the Treasury Department (TD). You will be based at our Resident Mission Office in Bangkok, Thailand.
You will report to designated International Staff.
Your Role
As an Associate Treasury Officer, you will (i) manage the daily cash flow positions of assigned currencies across portfolios to determine the investment horizon for available funds; (ii) implement investment transactions in money market and foreign exchange; (iii) help implement currency realignment and rebalancing exercises; and (iv) provide advanced technical support in the implementation of Asset and Liability Management (ALM) policies and financial resource mobilization exercises; (iv) act as a full back-up staff for Treasury Officers in our Manila Headquarters (HQ) for business continuity purpose.
You will:
Cash Planning
- Oversee the planning and management of daily cash flow positions.
Investment Transaction Execution
Implement investment transactions in money market and foreign exchange, in the best interests of ADB and together with ALM policies and established guidelines and procedures. Provide technical support to portfolio manager in charge of collateral management. Validate correctness of market data inputs from Reuters and Bloomberg based on assigned portfolios. Stay informed about local regulatory requirements associated with assigned portfolios. Oversee currency purchase requirements for loan disbursements, administration expenses and loan service payments. Support the setup and preparation for processing of new investment instruments. Ensure integrity of trade data.ALM and Financial Policies
Participate in interdepartmental committees relating to funding requirements and other ALM issues. Work with other units to facilitate information gathering and monitoring of TD's overall funding, investment, and cash management operations. Provide technical support for and implement currency realignments, fund transfers, and financial resource mobilization exercises.Coordination
Communicate with other units and departments to address issues in respect of transactions implemented. Work with portfolio managers, middle- and back- office staff, counterparty banks and other financial institutions.Counterparty Risk Management
Ensure compliance of counterparty limits with relevant risk reports. Stay informed about market developments and news to anticipate ratings actions that may help investment counterparts.Systems Development
Help develop front-office systems. Participate in reviewing established procedures and initiating changes to enhance operational efficiency. Support the implementation and documentation of new business processes.Business Continuity Program
Participate in business continuity planning exercises and update documentation requirements (test scripts, updated contact details of counterparty institutions, depository banks and custodians). Work with external auditors and other staff during annual attestation exercises. Prepare as a back-up staff for Treasury Officers in HQOthers
Support and provide backup coverage to other members of the trading assistants' team. Perform ad hoc tasks as may be assigned and reflected in your work plan.Qualifications
You will need:
Bachelor's degree in Accounting, Finance, Economics, or other related fields preferably with advanced training At least 5 years relevant experience in international fixed income investment operations with trading background using Bloomberg and Reuters Dealing 3000 Experience of ADB and similar multilateral development bank's investment operations in money market, foreign exchange, securities lending and repo markets Solid knowledge of fixed income investment instruments in major markets and related clearing systems, international bond market and foreign exchange market practices, and international payment systems and practices Analytical proficiency and numerical ability Ability to evaluate data, draw conclusions and conduct comprehensive financial analysis Proficiency in computer software commonly used at ADB and multilateral development banks, and specialized Treasury-related software Experience with relevant Treasury and ADB-wide policies, procedures, guidelines and reporting formats. This opening is a local staff position. It is open only to nationals and residents of Thailand.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
