    Organizational Setting and Reporting Relationship

    The position of Senior Treasury Officer is assigned to the Treasury Quantitative Analysis Unit (TDOT-QAU) within the Treasury Department (TD). You will be based at our Resident Mission Office in Thailand.

    You will report to designated International Staff and may oversee junior team members.

    Your Role

    As a Senior Treasury Officer, you will provide analytical, programming, and business intelligence reporting expertise to develop and implement treasury applications and interface systems used by TD. You will drive system improvements to support new requirements and increase the overall analytical capacity and efficiency of treasury operations; and provide daily systems support to ensure smooth implementation of new functionalities and information technology (IT) systems. Additionally, the position will help implement TD's Organization Resilience (OR) strategies.

    You will:

    A. IT Systems Design, Development, Implementation and Maintenance

  • Help develop new systems, interfaces, and applications, ensuring that TD requirements are addressed. Coordinate projects with the oversight of team members to ensure delivery.
Contribute to the enhancement, maintenance (including testing, support, and issue resolution) of TD-wide system applications (including system interfaces) to support the internal partners (i.e., end users from TD, Office of Risk Management, and Controller's Department). Collaborate with other team members to understand how automation can improve workflow and propose ideas and solutions. Work with the Information Technology Department (ITD) to ensure that standards and governance are followed and that systems can easily integrate with other IT data/systems. Contribute to ADB-wide programs such as OR, IT Security, and other IT projects.

B. Enhancement of Market Data Middleware (MDX), Treasury Applications, and Financial Projection Systems

Provide daily technical support of the Treasury applications (including data interfaces of the market data provider systems such as Bloomberg, Refinitiv and ICE with MDX; analyze, and troubleshoot issues and propose solutions to ensure reduced operational risk and minimum downtime. Develop hands-on knowledge of treasury core applications (such as Finastra Summit, Numerix, and other similar vendor solutions) at technical levels. Prepare technical specifications for systems development and document forms required for applying new financial techniques and procedures. Support development of computer applications for straight-through-processing, financial projections, and derivatives valuation. Support development of assets and liabilities dashboard reports using business intelligence visualization tools. Support model validation testing covering data, assumptions, and algorithms. Investigate issues and propose enhancements.

C. Administration of ADB's SWIFT Center

Ensure automated reconciliation and reporting of all incoming and outgoing Society for Worldwide Interbank Financial Telecommunications (SWIFT) messages with the source systems and teams daily and maintain proper records for security and audit purposes. Assist Security Officers in SWIFT user administration. Ensure successful implementation of the following tasks as led by the Information Technology Department (ITD): Uninterrupted availability of SWIFT for ADB's electronic funds transfers Monitor the security of the system to prevent unauthorized access or dispatch of unauthorized messages. Detect and diagnose system failures and issues and take appropriate corrective actions.

D. Business Continuity

Ensure business continuity of the Treasury applications and IT systems, including custom reports and custom scripts, in-house IT systems, interfaces, and SWIFT user administration. Ensure uninterrupted availability of Treasury applications such as iFIRST, Numerix Oneview, and MDX in close coordination with the ITD.

Qualifications

You will need:

Bachelor's degree in computer science, Information Technology, Mathematics, Finance or related field; preferably with Master's degree or equivalent. At least 8 years of software development work experience in international banking Treasury operations and related systems implementation; and at least 4 years of supervisory experience. Experience with relational databases, such as Oracle and SQL Server Experience in Java, C/C++ or C#. Experience of treasury core applications (such as Finastra Summit, Numerix Oneview, and other similar vendor solutions) at technical levels. Sound knowledge of treasury operations covering areas such as financial markets, derivative instruments, market data, and trade life cycle. Experience working with business intelligence visualization tools such as Power BI and Tableau. Exposure to Python and REST API connections. Additional Information

This opening is a local staff position. It is open only to nationals and residents of Thailand.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (\"Recruitment and Appointment'). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
