Terms of Reference1. General Background

UNHCR is the UN Refugee Agency and takes the lead in providing protection and seeking solutions for 122 million refugees and forcibly displaced people worldwide.

The Private Sector Partnerships Service (PSP) sits within UNHCR's Division of External Relations (DER), d is working in close collaboration with the Asia Bureau and is responsible for mobilizing resources for refugees from the private sector. As part of a wider Private Sector Partnerships team, the primary role of PSP colleagues is to seek various forms of support from partners and donors: securing funding for UNHCR programmes and projects will be considered priority, but the work also includes leveraging the capacities of these partnerships beyond funding, in order to build long-lasting holistic partnerships bringing various forms of support to UNHCR and to persons of concern, such as advocacy, visibility, expertise, innovation and public engagement.

India currently hosts some 269,000 refugees and asylum seekers. These include some 91,000 Sri Lankan refugees and 73,400 Tibetans directly assisted by the Government of India. There are as well 46,904 individuals registered under UNHCRโ€™s mandate primarily from Afghanistan, Myanmar, and other countries. UNHCR works with the Government of India to offer protection and find solutions for registered refugees and asylum seekers.

UNHCRโ€™s main activities in India are focused on conducting registration and documentation, status determination, legal assistance, and the search for durable solutions for refugees. With refugees and asylum seekers spread across 11 different locations across the country, UNHCR works with 8 NGO partners to deliver activities that complement or facilitate access to essential services and solutions and assist the most vulnerable people with humanitarian assistance. UNHCR also works with various partners and key stakeholders to advocate for greater inclusion of refugees and asylum seekers in public services as part of the commitment under the UN Sustainable Development Goals (UNSDG) of โ€œleaving now one behindโ€. UNHCRโ€™s office is in New Delhi and has a Field Office in Chennai, Tamil Nadu State.

In regard to private sector partnership and fundraising, UNHCR India currently does not have dedicated PSP staff. However, the External Engagement unit and PSP Asia have started collaborating to strengthen private sector partnerships in the country.

This is a contextualized PSP Asia role located in Delhi, India, reporting to the PSP Officer in Bangkok. The incumbent is expected to work closely with the operation under the strategic guidance of the Chief of Mission and in close coordination with the External Engagement unit.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCRโ€™s Statute, Policies and Administrative Instructions as well as relevant accountability frameworks. 2. Purpose and Scope of Assignment

Under the day to day supervision of the PSP Officer (part of the regional PSP Asia team), and i the strategic guidance of the Chief of Mission working in close coordination with the External Engagement unit in India, the incumbent will be the focal point for Private sector partnerships in India and work on the following:

โ€ข Locally coordinate research and studies related to private sector engagement and partnerships in (and for) India and develop the strategy by providing intelligence to inform private sector landscape, initiatives and/or approaches. These include but not limited to legal/policy scan for the landscape of private sector fundraising from individuals, Corporates, Foundations and Philonthropists,Deliver for India the PSP Annual Plans and Budgets with the objective to maximize Private Sector income and strengthen and expand PPH partnerships;

โ€ข Deliver the Quarterly PSP Reports and manage budget adjustments where needed;

โ€ข Engage with private sector prospects and partners and activities relevant for the acquisition of and strengthening partnerships and relationships with them, ensuring to place a dynamic and most updated pipeline as well as undertaking due diligence screening of these partners; Lead on the development of relationships with philanthropists, major donors, HNWIs and ultra HNWIs; and, as delegated and in collaboration with the supervisor, identify priorities and establish clear frameworks for major donor engagement;

โ€ข Manage a select portfolio of philanthropic relationships; and develop and implement bespoke care plans to ensure that donors are engaged with the organization;

โ€ข Building partnerships with private sector by preparing pitches, presentations, proposals, reports, and any other engagement and fundraising materials representing UNHCRโ€™s priorities and partnersโ€™ needs;

โ€ข Manage and steward private sector partnerships and relationships, e.g. development of quality donor reports, plan of donor missions or other tasks necessary to ensure that relationships are appropriately nurtured;

โ€ข Support private sector partners in implementing initiatives for the benefit of UNHCR and persons of concern to achieve its full potential with their competencies and assets. This might include in-kind donations, cause-related marketing campaigns, joint communications and employee engagement plans as well as non-direct cash elements like advocacy, skills development and employment;

โ€ข Develop communication and visibility plan(s) and delivery for/with private sector donors by preparing online and offline communication materials including gathering, consolidating and presenting data and information with Communications and/or Public Information colleagues both in the operation and PSP APAC;

โ€ข Coordinate market research, brand equity survey and engage with the INGO benchmarking analysis;

โ€ข Support on the engagement of existing and potential partners/donors at (high-profile) events, which can include being responsible for the logistics to ensure events are adequately planned and executed, and supporting on the preparation of the agenda, briefing notes, and talking points;

โ€ข Maintain up-to-date and accurate records of partnerships and relationships. This might include keeping track of income, updating internal calendars and plans and supporting on data entry and maintenance on Salesforce and Synergy Hub;

โ€ข Contribute to information management and knowledge/skill-sharing through updating contents on PSPโ€™s SharePoint platform and collation and dissemination of data and information on partnerships and philanthropy in order to improve internal communications and maintain regular flow of information with colleagues within and outside PSP;

โ€ข Support the organization of internal and external meetings including agenda development and report writing relevant to matters pertaining to partnerships and philanthropy with the operation, PSP APAC and other respective colleagues and partners;

โ€ข As delegated and in collaboration with Administrative colleagues, support procurement, admin and travel matters under PSP; and

โ€ข Perform any other duties requested by the supervisor.

3. Monitoring and Progress Controls

โ€ข Amount of funds raised from private sector partners and individuals under the set strategy

โ€ข Number of private sector donors and partnerships secured to support UNHCRโ€™s work globally and in India

โ€ข Keep abreast of developments on UNHCRโ€™s work both in the country and worldwide and communicate all relevant information to private sector partners

โ€ข Effective cooperation with the Chief of Mission, Deputy Chief of Mission, and the other units at UNHCR in India, PSP APAC and other relevant colleagues in UNHCR

โ€ข Positive feedback from private sector partners and external stakeholders

โ€ข Positive feedback from colleagues in UNHCR India, PSP APAC and any other internal stakeholders

4. Qualifications and Experience

a. Education

โ€ข University degree (BA) -preferably in communications, marketing, business administration/management or other related discipline.

b. Work Experience

โ€ข 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1-year relevant experience with Doctorate degree

โ€ข Experience within the UN system or with an International NGO as a desirable asset

โ€ข Proven professional experience working in private sector engagements and fundraising especially from corporations, foundations and philanthropists

โ€ข Experience in managing and coordinating between multiple stakeholders, with an ability to multi-task, manage time, keep with tight deadlines, and to thrive in a high-pressure environment.

โ€ข Exposure to an international environment and/or with humanitarian organizations as an asset

โ€ข Ability to access to a network of businesses, foundations and High-Net-Worth Individuals at senior level in India as an additional value

โ€ข Proven professional experience in establishment of network in the private sector fundraising in India (corporations and/or foundations and/or philanthropists) as an additional value
