Standard Job DescriptionAssociate Protection Cluster Coordination Officer Organizational Setting and Work Relationships In complex humanitarian emergencies and natural disasters where UNHCR is designated as the Protection Cluster Lead Agency under the Cluster Approach, UNHCR performs a dedicated coordination, strategy development and advocacy function through the positions of P5/P4 Protection Cluster Coordination Officer and the supporting positions of P3 Protection Cluster Coordination Officer and/or P2 Associate Protection Cluster Coordination Officer. These latter P2 level positions normally report directly to the P5/P4 Protection Cluster Coordination Officer. The UNHCR Representative has final accountability for the performance of UNHCR as Cluster Lead Agency. The Associate Protection Cluster Coordination Officer supports UNHCR to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach. The position reinforces UNHCR Protection Cluster Lead Agency functions by providing support to the role of Cluster Coordinator in ensuring UNHCRยฟs leadership within a diverse protection community. The Associate Protection Cluster Coordination Officer is expected to facilitate the work of the Protection Cluster through the provision of support in analysis, organization and reporting. This includes the provision of active support, as applicable, to sub-clusters or working groups of the Cluster which may be coordinated by other Agencies. As a result, the incumbent supports an inter-agency team in an environment that requires high standards of accountability, facilitation, negotiation and conflict resolution skills, in which respect the principles of partnership and collaboration are essential. The Associate Protection Cluster Coordination Officer supports the Protection Cluster Coordinator in Inter-Cluster Coordination mechanisms, for advocacy and facilitation of protection mainstreaming and cross-cutting issues of age, gender and diversity in the humanitarian response and early recovery activities. The Associate Protection Cluster Coordination Officer works closely with multi-functional Protection Cluster Support staff in the areas of data and information management, needs assessment, profiling, registration, reporting and advocacy. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Support the Protection Cluster to ensure that protection informs and shapes the overall humanitarian response and that the protection response is integrated into the Humanitarian Country Teamยฟs common humanitarian action plan. - Organize and facilitate meetings in line with the Principles of Partnership, ensuring that cluster meetings are consultative and results-oriented. - Facilitate coordination with government counterparts and other relevant authorities - Facilitate the coordination and conduct of Protection Cluster or Inter-Cluster level protection needs assessments, including participatory assessments of affected populations. - Provide inputs to development of common funding criteria, resource mobilisation and prioritization within the Protection Cluster for inclusion in Consolidated Appeals and pooled funds processes. - Assist in the delivery of protection training activities for Protection Cluster members, other local partners, and relevant authorities. - Coordinate initiatives to build the protection capacity of the national and local government, partners and civil society. - Through Cluster-wide consultative processes, provide input into the development of global protection policy and standards led by the Global Protection Cluster. - Support reporting and information sharing within the Protection Cluster and at the inter-cluster level. - Support and facilitate the Protection Cluster information management strategy and mechanisms. - Ensure that the Protection Cluster produces regular updates and briefing notes on the protection concerns in the affected population, response activities, challenges and recommendations. - Help foster a consistent interpretation and application of international law and related UNHCR and IASC legal standards and protection policies. - Promote the Protection Clusterยฟs adherence to international human rights instruments, the Guiding Principles on Internal Displacement as well as other relevant international and regional instruments; in cooperation with the Humanitarian Country Team support local interventions when violations of international protection standards and principles occur. - Promote and help strengthen national legislation relevant to internal displacement and durable solutions. - Draft reports and prepare advocacy statements on behalf of the Protection Cluster - for clearance by Senior management. - Organise and facilitate cluster meetings, work and cooperate with focal points sub-groups/working groups and ad hoc/task-related bodies for specific issues. - Facilitate negotiation with the Humanitarian Coordinator/Resident Coordinator, the Humanitarian Country Team and cluster members on the prioritization and inclusion of project proposals and common funding criteria for inclusion in inter-agency funding appeals. - Perform other related duties as required. Desired Candidate ProfileNature of the Position:

As a result of the conflict in Tigray and spillover effects to Afar and Amhara, the northern region hosts over 3.3 million IDPs, which UNHCR is scaling up its protection and solutions responses in the context of the peace process attained in November 2022. The Emergency Relief Coordinator activated the humanitarian system-wide scale-up protocols for Northern Ethiopia on 28 April 2021. The system-wide scale-up followed requests by the UN Security Council and from the Government of Ethiopia for a scaled-up humanitarian response. The scale-up protocols sought to urgently mobilize the necessary capacities and resources of IASC members and partners to ramp up the humanitarian response in the northern regions. On 20 May 2021, the High Commissioner upscaled the emergency to UNHCR Level 3 for the Tigray response in alignment with the IASC system and in response to growing needs. The protection concerns among the displaced population, affected population and host communities remain high as a result of prolonged conflict coupled with blockade in Tigray which limited populationsโ€™ access to basic services. In the context, the Associate Cluster Coordination Officer (Protection) promotes centrality of protection, collaborates in an inter-agency setting, and advocates with government and authorities on protection matters. The incumbent works closely with the coordination of the regional protection clusters in Mekelle and supports field units in Shiraro, Axum/Adwa and MaiTsaberi ensuring linkages with the National Protection Cluster coordination.

The Associate Cluster Coordination Officer (Protection) provides support and oversight of Areas of Responsibility of the Protection Cluster being GBV, General Protection Child Protection and Mine Action while still ensuring a comprehensive approach in the protection response. The incumbent works with other IASC clusters to ensure that protection is mainstreamed and that protection objectives are incorporated into other sector-specific responses (i.e., beyond the protection sector response) to achieve protection outcomes. The incumbent is expected to proactively support implementation of solutions including mainstreaming of early recovery activities in the Protection Cluster; spearheading integration of cross-cutting issues into the work of the Protection Cluster; and collaborate with development and peace coordination bodies to ensure coherence and responsible disengagement. The Associate Cluster Coordination Officer (Protection) directly supervises a multifunctional Protection Cluster support team in areas of information management, needs assessment, profiling, registration, reporting and advocacy.

Key skills and competencies required for the position:

The Associate Cluster Coordination Officer (Protection) is expected to discharge UNHCR's lead role in the Protection Cluster and to impartially represent the interests of the members of the Protection Cluster. The incumbent engages with key stakeholders including IASC clusters, HC, government authorities, donors and civil society organisations on assistance, protection and solutions for internally displaced persons. The ideal candidate should have previous experience/ knowledge preferably in working in armed conflict zones experiencing complex protection risks with strong field protection experience. Previous exposure to IDPs operations would be mandatory. A solid protection background and excellent people skills will be essential as the incumbent will be coordinating various stakeholders including Clusters/ AOR within an extremely competitive environment. S/he should have a history of working with functionally and culturally diverse teams. Having a consensus teambuilding and cultural sensitivity, on-the-job coaching and mentoring of staff is considered as an additional advantage. Experience in coordinating a joint multi-functional assessment, protection monitoring teams, conducting AGDM, and training/ capacity-building of implementing partners and governmental is essential. The incumbent should demonstrate a good English language knowledge both written and oral.

Living and working conditions

Staff member should be prepared to operate under challenging conditions with extremely limited resources. The staff members will be working within a city that has been isolated for almost two years due to the crisis which began in November 2020. The office deals primarily with several local camp environments with inherent risks to staff safety and health. Regardless of information campaigns, there are realistically few, or no COVID-19 protocols adhered to by the camp(s) population. Some staff wear masks but will often work within others who do not.

There is one general hospital in Shire offering limited services. Most pharmacies are open, even if they may experience limited availability of some medicine. Staff with prescriptions should come with at least 3 months of prescription medication. Staff are accommodated in one guest house and UNDSS-cleared hotels. The Guest bedrooms are ensuite. The kitchen is partly equipped. New cookers with oven have been provided recently. Shire town has power and water. However, services have been disrupted for some months and repairs are underway. Generators are available at the offices and guesthouses for limited hours. The office relies on VSAT for internet connectivity.

The currency used in operation area is the Ethiopian Birr (ETB). Ethiopia commercial bank has resumed operations fully. Clients can now withdraw up to 50,000 ETB a day. Inter-banks transfers are also operational. Foreign currency may only be changed at authorized banks. Exchange of foreign currency outside the regulated banks is a criminal offence, and international UN personnel caught by police exchanging money in such unregulated markets have been known to be arrested and detained for several days. Any entry or exit of cash more than US$3,000 or the equivalent in other foreign currencies) must be declared to the customs authority upon arrival. ATM cash withdrawals are currently unavailable in Shire. Internet service provided by Ethio telecom has resumed as well but with weak and poor connection. Recently there is one regular flight between Addis Ababa and shire every day, but its unreliable due to overbooking. Staff members will depend on the UNHAS available flights to Shire and sometimes by road convoy through Mekelle or Samera and flight to Addis Ababa.
