Setting and ReportingThis position is located in the Regional Office for the Middle East and North Africa (ROMENA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the Regional Representative and the direct supervision of the Programme Manager for Trafficking in Persons/Smuggling of Migrant (TIP/SOM) and the UNODC Administrative and Finance Officer in the Operations team. The incumbent will work in close collaboration with other operations areas, programmes in ROMENA. ResponsibilitiesWithin delegated authority, the Associate Programme Officer (Administration and Procurement) will be responsible for the following specific duties: โข Carry out basic research on selected aspects of programmes, operations and other activities, including collecting, analysing and presenting statistical data and other information gathered from diverse sources. โข Contribute to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports. โข Provide administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda, preparation of background documents and presentations, handling logistics, etc. โข Undertake outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. โข Participate in field missions, including provision of substantive and administrative support, data collection, etc. โข Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.). Administration and procurement: โข Prepare procurement processes, including the drafting of request for quotation (RFQ), invitation to bid (ITB) and request for expression of interest (RFP) documents, receipt of quotations, bids or proposals, and their preliminary evaluation. โข Preparation of purchase orders and contracts, preparation of recurring purchase orders for contracting of services. โข Contribute to maintaining relations with UNODC vendors. โข Assist vendors register in the United Nations Global Marketplace UNGM and Umoja systems and maintain the filing system at the Procurement Unit. โข Review the consultant/individual contractor (CIC forms), Terms of Reference (ToRs), coordinates the revision with the programme staff and concerned UNODC Procurement Team. โข Guide and assist in preparing the yearly acquisition plans and doing the market research for proper forecasting. โข Prepare action plan forecast applying the vision of the programme lead. โข Oversee online staffing table of the programme, and make sure of funds availability and meeting deadlines. Budget preparation: โข Review and analyse data with respect to the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements. โข Provide support to managers with respect to the elaboration of resource requirements for budget submissions. โข Review, analyses and provides input into finalization of programme budget/financial implications. โข Take the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with the programme budget and allotments issued. โข Monitor and review the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. โข Define requirements and work with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources. โข Supervise and/or provides guidance on financial administration information and practices to colleagues. โข Issue allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. โข Monitor budget implementation and determine/recommend reallocation of funds when necessary. โข Monitor expenditures to ensure that they remain within authorized levels. โข Administer and monitor budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. โข Prepare relevant documentation with respect to budget performance submissions. โข Review and make appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. โข Monitor and supervises the work of subordinate staff as required. โข Contribute to the collection and analysis of data and identification of trends or patterns and provide draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision-making, presentation and reporting. โข Document requirements and background information used for data analysis. โข Perform other duties as required. Experience with an Enterprise Resource Planning (ERP) system is required. Experience in administrative management analysis and budget monitoring is desirable. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
